What are the principles for compiling textbooks for grade 8 in Vietnam?

Based on Article 3 of the Regulation on the standards, procedures for compiling, amending textbooks; standards for organizations, individuals compiling textbooks; the organization and activities of the National Textbook Evaluation Council issued with Circular 33/2017/TT-BGDDT, the principles for compiling textbooks for grade 8 are as follows:

- Compliant with the viewpoints and guidelines of the Communist Party of Vietnam; adhere to the Constitution and laws of Vietnam.

- Specifically, materialize the targets, content, teaching methods, and assessment of educational outcomes of the general education program; ensure the continuity between educational levels, grades, subjects, and educational activities.

- Suit the specific conditions of Vietnam and align with advanced global education trends, ensuring the best interests of learners.

What are the procedures for compiling and testing textbooks for grade 8 in Vietnam?

According to Article 9 of the Regulation on the standards, procedures for compiling, amending textbooks; standards for organizations, individuals compiling textbooks; the organization and activities of the National Textbook Evaluation Council issued with Circular 33/2017/TT-BGDDT as amended by Clause 2, Article 1 of Circular 05/2022/TT-BGDDT, the process for compiling and experimenting textbooks for grade 8 is as follows:

(1). Process for Compiling textbooks for grade 8

Step 1: Organizations, individuals compiling textbooks select authors meeting the prescribed standards; authors study the general education program issued by the Minister of Education and Training to develop a general outline, detailed outline, compilation plan; assign tasks to the chief editor, editor-in-chief (if the book has a chief editor, editor-in-chief), authors ensuring consistency in workload and implementation time to ensure quality and timely completion of the textbook draft;

Step 2: Organizations, individuals compiling textbooks organize the compilation, editing, designing, illustrating, completing at least one lesson, conducting experimental teaching, collecting feedback after experimental teaching to improve that lesson with the contribution and agreement of all authors before compiling other lessons;

Organize the compilation, editing, designing, illustrating, experimental teaching, collecting opinions from teachers, educational administrators, scientists, educators familiar with general education to review and evaluate the textbook draft according to the content of each clause specified in Articles 4, 5, 6, 7, and 8 of Circular 33/2017/TT-BGDDT; complete the textbook draft and submit it to the Ministry of Education and Training for evaluation;

Step 3: The Ministry of Education and Training organizes the evaluation of the textbook draft according to the regulations in Chapter 4 of Circular 33/2017/TT-BGDDT;

Step 4: Organizations, individuals compiling textbooks complete the textbook draft after evaluation;

Step 5: The Minister of Education and Training approves, authorizes the use of textbooks;

Step 6: Organizations, individuals compiling textbooks organize the publication and distribution of textbooks according to the law.

(2). Process for Experimenting textbooks for grade 8

Step 1:

For each textbook draft, select representative lessons in terms of type, reflecting new content, methods, and forms of teaching organization according to the subject program, educational activities;

Conduct experiments with at least 10% of the total class hours for subjects and educational activities with 105 hours/year or more, at least 15% of the total class hours for subjects and educational activities with 70 to less than 105 hours/year, at least 20% of the total class hours for other subjects and educational activities; each lesson is experimentally taught at least twice, after the first experimental teaching, conduct a review and edit the lesson before organizing the second experimental teaching;

Step 2: The general education institution selected to organize experimental teaching ensures regional and local representation; the class selected for experimental teaching is of the grade with the textbook being experimented; experimental teaching is conducted with the entire class at a time suitable to the students' abilities.

The teaching and observing teachers for experimental teaching are those directly teaching the subject of the textbook being experimented; each experimental teaching period must ensure at least three teachers observe and contribute to the experimental lesson;

Step 3: Organizations, individuals compiling textbooks evaluate the experimental lesson according to the content of each clause (excluding content not reflected in the lesson) specified in Articles 4, 5, 6, 7, and 8 of Circular 33/2017/TT-BGDDT.
