Do private primary schools use the list of English textbooks for grade 5 approved by the Ministry of Education?
Based on Article 4 of the Regulations on primary schools issued together with Circular 28/2020/TT-BGDDT, the types of primary schools are regulated as follows:
Types of primary schools
1. Primary schools are organized into two types: public and private.
a) Public primary schools are invested, ensured operational conditions, and represented by the State.
b) Private primary schools are invested and ensured operational conditions by domestic or foreign investors.
2. Primary classes in multi-level general education schools, specialized schools include:
a) Primary classes in multi-level general education schools.
b) Primary classes in semi-boarding ethnic schools.
c) Primary classes in educational institutions for children with disabilities.
d) Primary classes in correctional schools.
3. Other educational institutions implementing primary education programs: community learning centers; classes for children in difficult circumstances who do not have the conditions to study at schools; classes for children with disabilities.
Article 18 of the Regulations on Primary Schools issued together with Circular 28/2020/TT-BGDDT provides for the use of textbooks in primary schools in general.
Therefore, private primary schools will use the list of English textbooks for grade 5 approved by the Ministry of Education.
What is the organization of the council for selecting textbooks for grade 5 in schools in Vietnam?
Based on Article 4 of Circular 27/2023/TT-BGDDT, the council for selecting textbooks for grade 5 in schools is organized as follows:
(1) The textbook selection council of the educational institution (hereinafter referred to as the Council) is established by the head of the educational institution or the Director of the continuing education center, the Director of the vocational education - continuing education center, the head of educational institutions implementing the general education program, the continuing education program at the lower secondary level (hereinafter referred to as the head), to help the head of the educational institution organize the textbook selection.
Each educational institution establishes one (1) Council. For educational institutions with multiple levels, each level establishes one (1) Council.
(2) Number, structure of Council members
- The Council includes:
+ The head, deputy head of the institution
+ Head of professional groups, professional groups, professional rooms (hereinafter collectively referred to as professional groups)
+ Representative teachers
+ Representative of the Parents' Association of the educational institution
The number of Council members is odd, with a minimum of eleven (11) members. For educational institutions with less than ten (10) classes, the minimum number of Council members is five (5) members;
- The structure of the Council includes: Chairman, Vice-Chairman, Secretary, and Council members.
The Chairman of the Council is the head; in case the head is not allowed to participate in the Council as regulated in clause 3, Article 4 of Circular 27/2023/TT-BGDDT and in cases of absence due to force majeure, the Vice-Chairman is the deputy head.
The Vice-Chairman of the Council is either the deputy head or the head of the professional group.
The Secretary of the Council is selected from the Council members.
- Those who have participated in writing textbooks or have directed the writing, publishing, printing, and distribution of textbooks (in the list of textbooks approved by the Minister of Education and Training); parents, parents-in-law, or spouses of those who have participated in writing textbooks or have directed the writing, publishing, printing, distribution of textbooks; those working in the publishing houses, organizations with textbooks are not allowed to participate in the Council.
