According to the List of textbooks for 11th grade students used in general educational institutions issued with Decision 4607/QD-BGDDT in 2022, the list of all 11th-grade textbooks for the 2024-2025 school year approved by the Minister of Education and Training includes the following books:

What is the process for selecting textbooks in educational institutions in Vietnam?
Based on Article 7 of Circular 27/2023/TT-BGDDT, the process for selecting textbooks in educational institutions is as follows:
Step 1: The council develops a plan for organizing the selection of textbooks for the educational institution; assigns tasks to council members.
Step 2: Organize the selection of textbooks in the professional groups
- Based on the council's plan and the criteria for selecting textbooks, the head of the professional group formulates a plan to organize the selection of textbooks for each subject within the professional group's structure and reports to the head of the institution before implementation;
- Organize for all teachers of the subject in the institution (including permanent, contract, secondment, visiting, and cross-school teachers) to participate in selecting the textbooks for that subject;
- At least 20 days before the first meeting of the professional group, the head of the professional group organizes for the subject teachers to study the textbooks of the subject, write review comments, and evaluate the textbooks according to the selection criteria;
- The head of the professional group organizes a meeting with the subject teachers to discuss, vote to select one textbook for the subject. If the subject has only one textbook approved by the Minister of Education and Training, the professional group selects the textbook without the need for voting.
The selected textbook must be chosen by at least half of the subject teachers.
If no textbook is selected by at least half of the subject teachers, the professional group must discuss and vote again; the textbook selected will be the one with the highest number of votes by subject teachers in the second vote.
If during both votes, there are two or more textbooks with the highest equal votes, the head of the professional group decides to select one of the textbooks with the highest votes.
The professional group's meetings are documented, recording all review comments and evaluations of the textbooks by the participating subject teachers, with signatures from the head of the professional group and the person assigned to document the meeting;
- The head of the professional group compiles the results, creates a list of selected textbooks by the professional group with signatures from the head of the professional group and the person assigned to compile the list.
Step 3: The council meets, discusses, and evaluates the organization of textbook selection by the professional groups; verifies the meeting minutes of the professional groups; the review comments and evaluations of the teachers; compiles the selection results from the professional groups into a minutes (including content: review comments on the organization of textbook selection by the professional groups; list of textbooks selected by the professional groups), with signatures from the Chairman and Secretary of the council.
Step 4: The council proposes the list of textbooks selected by the professional groups according to regulations to the head of the institution.
Step 5: The educational institution files the textbook selection dossier with the Department of Education and Training (for primary and secondary levels), the Department of Education and Training (for high school level). The dossier includes:
- Decision to establish the council by the educational institution;
- Meeting minutes of the council as per regulations;
- List of selected textbooks by the educational institution.
* Educational institutions include: primary schools, secondary schools, high schools, multi-level schools, continuing education centers, vocational education - continuing education centers, and educational institutions implementing the general education program, continuing education program for secondary and high school levels (Clause 2, Article 1 of Circular 27/2023/TT-BGDDT).
Are educational institutions allowed to choose textbooks outside the list approved by the Minister of Education and Training of Vietnam?
Based on Article 2 of Circular 27/2023/TT-BGDDT on the principles of selecting textbooks:
Principles of Selecting Textbooks
1. Select textbooks from the list of textbooks approved by the Minister of Education and Training for stable use in educational institutions.
- Each grade level selects one textbook for each subject and educational activity (including content and elective study subjects if applicable) implemented in educational institutions (hereinafter referred to as subjects).
- The selection of textbooks must ensure democratic, objective, transparent, and student-centered principles.
Thus, one of the principles of selecting textbooks is that the educational institution must select from the list of textbooks approved by the Minister of Education and Training. Therefore, the educational institution is not allowed to choose textbooks outside the list approved by the Minister of Education and Training.
