What are the regulations on organizing the Exam Councils of the High School Graduation Exam 2025 in Vietnam?

According to the draft circular on the Issuance of the Regulations on the High School Graduation Exam download, the Exam Council is organized as follows:

- Each province organizes one Exam Council, led by the Department of Education and Training, to organize examinations for all candidates registered for examinations in the province. The Department of Schools - Ministry of Defense may organize the examinations for candidates at an Exam Council led by the Department of Education and Training or organize one Exam Council led by the Department of Schools - Ministry of Defense. The Director of the Department of Education and Training decides to establish the Exam Council for the high school graduation exam (referred to as the Exam Council).

- Composition of the Exam Council:

+ The Chairman is the Deputy Head of the provincial Examination Steering Committee;

+ Vice Chairmen are Leaders of the Department of Education and Training and/or leaders at the departmental level under the Department of Education and Training;

+ Members are Leaders of some departments under the Department of Education and Training and/or leaders of general schools and/or leaders of lower secondary schools, including one permanent member.

- Duties and powers of the Exam Council:

+ Direct and handle issues occurring at the Council’s Committees to ensure the examination is organized by the Regulations; develop plans and organize the transportation, and preservation to ensure safety and confidentiality for question papers, answer sheets, and related documents as stipulated in the Regulations;

+ Organize the reception and processing of information and evidence regarding violation of the examination regulations; provide answers to queries and resolve complaints related to the exam organization locally;

+ Implement reporting policies and transfer examination data to the Ministry of Education and Training on time; report promptly to the national Examination Steering Committee about the examination organization of the Exam Council;

+ Propose competent authorities to make decisions on praising or disciplining (if any) Exam Council members.

+ The Exam Council uses the seal of the Department of Education and Training;

- The Chairman of the Exam Council:

+ Establishes the Councils’ Committees;

+ Oversees all activities related to examination organization as per the duties and powers of the Exam Council;

+ Is responsible to the Head of the provincial Examination Steering Committee for the performance of tasks by the Exam Council as per the regulations.

- The Committees, Vice Chairmen, and council members are accountable for executing tasks and responsibilities as assigned or authorized by the Chairman of the Exam Council.

- Exam Councils must print ID badges for everyone participating in the exam organization; badges must be stamped with the seal of the Department of Education and Training (or of the Exam place for those working at the Exam place); the badge should indicate the Exam Council’s name, exam place’s name (or the Committee’s name), and the task holder's full name (different colored badges may be used for different task groups).

- Receive and manage exam registration data belonging to the Department of Education and Training; assign candidate numbers, and arrange exam rooms; prepare documents, forms, and schedules used at the Exam Place, and exam rooms;

- Receive and safeguard script papers of candidates sealed in packets/bags (hereinafter collectively referred to as bags) still sealed from the Exam Places; hand over sealed script papers to the Script Header Removal Board; receive and safeguard scrambled script papers sealed from the Script Header Removal Board; transfer sealed scrambled script papers from the Script Header Removal Board to the Marking Board; receive and safeguard the scrambled codes sealed from the Script Header Removal Board after completing essay exam grading; summarize essay exam grading results daily; manage documents related to script papers; create records for point correction of script papers (if any); organize input of essay exam scores;

- Receive and safeguard candidates' multiple-choice answer sheets sealed from Exam Places; hand over sealed multiple-choice answer sheets from the Exam Places to the Marking Board and carry out related professional tasks; manage documents related to multiple-choice answer sheets;

- Input scores, cross-check, analyze exam results, score distributions for test papers, subject components as prescribed; manage exam result data and perform other tasks as assigned by the Chairman of the Exam Council;

- Perform other tasks as assigned by the Chairman of the Exam Council.
