Is the competency assessment test eligible for admission priority points?
According to the provisions of Article 7 of the regulations on enrollment for undergraduate and college programs in Early Childhood Education issued alongside Circular 08/2022/TT-BGDDT regarding priority policies in enrollment:
Priority policies in enrollment
1. Priority according to region (according to Appendix I of the Regulations)
a) The priority point applied to Region 1 (KV1) is 0.75 points, Region 2 rural (KV2-NT) is 0.5 points, Region 2 (KV2) is 0.25 points; Region 3 (KV3) does not receive priority points;
b) The admission region of each candidate is determined according to the location of the school where the candidate attended the longest during their high school (or intermediate) education; if the duration (longest) at different regions is equivalent, it is determined based on the last school attended;
c) The following cases receive regional priority based on their place of permanent residence:
- Students from ethnic boarding schools enjoy state-preference policies according to regulations;
- Students with a place of residence (during high school or intermediate education) for over 18 months in region III communes and communes with particularly difficult villages belonging to the ethnic and mountainous areas according to the regulations of the Minister, Chairman of the Ethnic Committee, and the Prime Minister of Vietnam; communes in especially difficult coastal areas and islands; communes in especially difficult, border communes, safety zones under the investment plan of Program 135 (according to Decision No. 135/QD-TTg dated July 31, 1998, of the Prime Minister of Vietnam); particularly difficult villages and communes in areas as specified by the Prime Minister of Vietnam if they attended high school (or intermediate) education at places located within the district, district-level town, city directly under the province with at least one commune covered by difficult conditions.
- Soldiers; officers, non-commissioned officers, soldiers doing compulsory service in the People's Police who are sent to take the exam, if stationed for 18 months or more in any area, shall receive priority according to that area or according to their place of permanent residence before enrollment, whichever area has a higher priority; if stationed for 18 months or more in regions with different priority levels, the priority is based on the area with the longest stay; if less than 18 months, the priority is based on the place of permanent residence before enlistment;
d) From 2023 onwards, candidates will enjoy regional priority policies according to regulations in the year of graduating high school (or intermediate) and the following year.
2. Priority according to policy subjects (according to Appendix II of the Regulations)
a) The priority point applied to the UT1 group (including subjects 01 to 04) is 2.0 points, and for the UT2 group (including subjects 05 to 07) is 1.0 points;
b) The priority point for other policy subjects (as specified in current legal documents) is decided by the Minister of Education and Training;
c) Candidates belonging to multiple policy subjects specified in points a and b of this section will only be calculated based on the highest priority point.
3. The priority points specified in this Article correspond with the total scores of 3 subjects (in the admission subject group) on a 10-point scale for each exam/subject (not multiplied by coefficients); if the admission method uses a different scale, the priority point will be equivalently converted.

According to current regulations, candidates will not take the competency assessment test to receive priority points. Candidates only receive priority points under the following conditions:
+ Belong to a region-based priority category;
+ Belong to a policy priority category;
How are priority points in the enrollment for undergraduate programs in Vietnam calculated in 2025?
Under the provisions of clause 4, Article 7 of the regulations on enrollment for undergraduate and college programs in Early Childhood Education issued alongside Circular 08/2022/TT-BGDDT, the priority points for candidates achieving a total score of 22.5 or higher (when converted to a 10-point scale and the maximum total score for 3 subjects is 30) are calculated according to the formula:
priority points = [(30 - Total Score Achieved)/7.5] x Standard priority points |
Thus, for candidates achieving from 22.5 points upwards, the priority points will gradually decrease until the test score reaches 30 points, at which the priority will be 0.
Example:
- A candidate scoring a total of 27 points for 3 subjects will only receive 2/5 of the maximum priority points.
- A candidate scoring a total of 30 points for 3 subjects will not receive any priority points.
