According to Clause 2, Article 11 of Regulation 124-QD/TW of 2023, the procedures for assessing and grading the quality of Communist Party members who are teachers proceed as follows:

- Step 1: Collective and individual self-assess and grade.

Based on grading criteria, each organization, collective, or individual analyzes quality and grades into one of four levels as stipulated in Article 12 of Regulation 124-QD/TW of 2023.

- Step 2: Verify and propose the grading level.

Based on the results of self-assessment and grading by collectives and individuals, and the opinions of related agencies, the organization and personnel advisory body verifies and proposes a quality grading level.

- Step 3: Competent authorities decide on the quality grading.

For collectives and individuals with assessment and grading results, if there are complaints, denunciations, signs of party discipline or state law violations, internal disunity, the superior party committee directly directs inspection, verification, appraisal, and reconsideration of assessment and grading results.

1.2. Regarding qualification.

1.2.1. The person joining the Communist Party of Vietnam must have a lower secondary diploma or higher.

1.2.2. The qualifications required for those living in mountainous, island areas, ethnic minority regions, areas with particularly difficult socio-economic conditions, and other specific cases where general regulations cannot be ensured shall follow the Secretariat’s guidance.
