Based on Article 2 of the Regulation on the organization and operation of the Continuing Education Center issued together with Circular 10/2021/TT-BGDDT, the legal status of the continuing education center is as follows:

- The center is a continuing education institution belonging to the national education system. The center has judicial personality, a seal, and an independent account.

- The Department of Education and Training directly manages and directs the Continuing Education Center.

What are duties and powers of continuing education centers in Vietnam?

Based on Article 4 of the Regulation on the organization and operation of the Continuing Education Center issued together with Circular 10/2021/TT-BGDDT, the continuing education center has the following duties and powers:

(1). Organizing the implementation of education and training programs:

- The literacy eradication program.

- Continuing education program at the secondary school level to award secondary school graduation certificates, continuing education program at the high school level to award high school graduation certificates to those eligible for social policies, disabled persons, people with disabilities, those of school age according to the annual plan of the locality, and workers who want to complete the general education program.

- Educational programs that meet the needs of learners, update knowledge, skills, and transfer technology in fields including legal education, culture, society, sports, arts, environment, health, economics, finance; skill education programs; technology transfer programs in labor and production to improve labor productivity.

- Training and professional development programs to improve professional competence, including foreign language training, computer science, cultural knowledge; training in minority languages for officials working in ethnic and mountainous areas; regular training for teachers; training for secondary and high school teachers in general technical education, vocational guidance; training programs for teachers to meet the needs of improving professional competence; and other training programs aimed at improving professional competence for officials and public employees according to local plans and the lifelong learning needs of the people.

(2). Linking education and training activities within the country and abroad according to the regulations of the Education Law 2019 and relevant laws. Organizing for learners to study, practice, and experience through cooperation and linking educational and training programs.

(3). Exercising autonomy according to the provisions of the law and specific regulations as follows:

- Deciding on goals, missions, strategies, and development plans of the Center;

- Deciding on the establishment of organizational structure, developing the team of teachers and managers based on the strategy and development planning of the Center; specifying the functions and tasks of the organizations within the Center;

- Financial management, investment in developing conditions ensuring training quality according to the provisions of the law; deciding on tuition fees for educational programs that meet the needs of learners according to regulations on financial autonomy for the Center;

- Admission and management of learners; developing educational programs; organizing the compilation or selection of learning materials suitable for the educational goals of each program; managing and issuing certificates to learners according to the provisions of the law;

- Organizing and implementing scientific and technological research activities, international cooperation according to the strategy and development plan of the Center; ensuring the quality of education of the Center; choosing an educational quality accreditation organization to register for accreditation.

(4). Mobilizing, managing, and using resources according to the provisions of the law.

(5). Building, investing in educational facilities and equipment according to the requirements of educational and training programs.

(6). Recruiting, using, and managing teachers, managers, public employees; organizing for teachers to update and enhance professional skills; organizing for teachers, public employees, and learners to participate in social activities.

(7). Implementing democratic regulations in the Center.

(8). Implementing information policies, reporting, and being accountable to the competent authorities, learners, and society.

(9). Performing other duties and powers according to the provisions of the law.

What is the organizational structure of continuing education centers in Vietnam?

Based on Article 5 of the Regulation on the organization and operation of the Continuing Education Center issued together with Circular 10/2021/TT-BGDDT, the organizational structure of the Continuing Education Center includes:

- Director, deputy directors;

- Functional departments, specialized and professional departments;

- Classes;

- Production, business, service units serving education and training (if any);

- Commendation and reward council, disciplinary council;

- Scientific council, advisory councils (when necessary).
