What are the duties of regular university students in Vietnam?

According to Article 4 of the Student Work Regulations for regular university training programs issued along with Circular 10/2016/TT-BGDDT, the duties of regular university students are as follows:

- Comply with the policies and guidelines of the Vietnam Communist Party, laws of the State, university regulations, and the rules and regulations of higher education institutions.

- Study and train according to the educational and training programs and plans of higher education institutions; actively and proactively self-study, research, innovate, and cultivate ethics and lifestyles.

- Respect educators, administrators, public employees, and staff of higher education institutions; unite and support each other during study and training; uphold good cultural habits in the university.

- Preserve and protect property; contribute to protecting, building, and promoting the traditions of the higher education institution.

- Fully comply with regulations on health check-ups at the beginning of the term and periodic health check-ups during the study period as per the university's regulations.

- Pay tuition fees and health insurance fully and on time.

- Participate in public labor, volunteer activities, and social activities beneficial to the community as per one's capability and health as required by the higher education institution.

- Adhere to the obligation to work for a specified period as appointed by the State when receiving scholarships, training costs funded by the State or foreign sponsorship under agreements signed with the State. Failure to comply will result in reimbursement of scholarships and training costs as stipulated by the Government of Vietnam.

- Participate in preventing and combating negative phenomena and fraud in study, exams, and other student activities; promptly report to departments, relevant offices, the head of the higher education institution, or competent authorities upon detecting negative behaviors, fraud in study, exams, or legal violations and other regulations by students, staff, and educators in the university.

- Participate in ensuring security, order, traffic safety, crime prevention, and combating social evils within the school, family, and community.

- Perform other related duties as prescribed by law and the higher education institution.

Are regular university students in Vietnam allowed to have someone else do their essays?

According to the Appendix issued along with Circular 10/2016/TT-BGDDT, the regulations are as follows:

- Regular university students taking exams or tests for others, requesting someone else to take exams or tests, doing or requesting someone else to do or copy essays, projects, or graduation theses for the first time will be temporarily suspended, and for the second time will be expelled.

- Regular university students organizing exam, test, essay, project, or graduation thesis substitutes will be expelled immediately upon the first offense. Depending on the severity, they may be referred to competent authorities for further legal action.

Thus, asking someone else to do their essays is a disciplinable offense if detected. Therefore, regular university students are not allowed to have someone else do their essays for them.
