At the beginning of each university training course, the school will organize an initial civic activity session for new students. The content of this session is carried out according to Decision 50/2007/QD-BGDDT.

Topic: Analyze and clarify the rights and obligations of students under the University Student Affairs Regulation
1. Regarding student rights stipulated in Article 5 of the Student Affairs Regulation issued with Circular 10/2016/TT-BGDDT: - To be admitted into the right major and profession registered if they meet the enrollment conditions as prescribed by the Ministry of Education and Training and the higher education institution. - To be respected and treated equally; to be provided with full personal information regarding their studies and training as prescribed by the higher education institution; to be informed of the internal regulations, training regulations, and state policies related to students. - To be facilitated in studying, scientific research, and training, including: + Using the library system, equipment, and facilities for study, scientific research, cultural, artistic, physical training, and sports activities; + Participating in scientific research, excellent student competitions, subject Olympiads, scientific, technical innovation competitions; + Health care, protection as per current state regulations; + Applying for study, participating in student exchange activities abroad; transition studies at higher training levels as per current regulations; + Participating in activities within the Communist Party of Vietnam, Ho Chi Minh Communist Youth Union, Vietnam Student Association; participating in student self-governing organizations, social activities inside and outside the school as per law regulations; participating in healthy cultural, artistic, and sports activities appropriate to the educational goals of the higher education institution; + Using the existing social work services of the higher education institution (including career guidance services, job counseling, health, and psychological consulting, support for students in special circumstances,...); + Temporary leave, suspended studies, slow or fast progress studies, simultaneous study of two programs, and school transfers according to the training regulation of the Ministry of Education and Training; to have summer, Tet, and public holiday breaks as prescribed. - To enjoy policies, be considered for study incentive scholarships, and scholarships funded by organizations and individuals domestically and internationally as per current regulations; to have reduced fees when using public services related to transportation, entertainment, visiting museums, historical relics, cultural works as prescribed by the state. - To give opinions, participate in managing and supervising educational activities and quality assurance conditions; to directly or through their legal representatives propose solutions to contribute to the construction and development of the higher education institution; to express their wishes and file complaints to the head of the higher education institution regarding matters related to the rights and legitimate interests of students. - To be considered for dormitory accommodation and prioritized when arranging for dormitory accommodation as per regulations. - Qualified students for graduation recognition to be issued a diploma, certificates, transcripts, and other related documents and to handle other administrative procedures. 2. Regarding the obligations of students stipulated in Article 4 of the Regulation issued with Circular 10/2016/TT-BGDDT: - To comply with the guidelines, policies of the Communist Party, laws of the state, university regulations, and the rules of the higher education institution. - To study and train according to the educational and training program and plan of the higher education institution; to be proactive, positive in self-study, research, creativity, and training in ethics and lifestyle. - To respect teachers, managers, public employees, and staff of the higher education institution; to unite and assist each other during studies and training; to practice good cultural manners in school. - To preserve and protect property; to contribute to protecting, building, and promoting the traditions of the higher education institution. - To fully comply with the regulations on health examination at the beginning of the course and periodic health checks during the study period as prescribed by the higher education institution. - To pay tuition fees, health insurance fully and on time. - To participate in public labor, volunteer, and social activities for the community suitable to abilities and health as required by the higher education institution. - To comply with the obligation of time-bound work arrangements by the state when receiving scholarships or training costs provided by the state or foreign sponsors according to agreements signed with the state, or must reimburse scholarships, training costs as prescribed by the Government of Vietnam if not complying. - To participate in preventing corruption, fraud in studies, exams, and other student activities; promptly report to the department, functional offices, the head of the higher education institution, or competent authorities upon detecting negative behaviors, fraud in studies, exams, or other legal, internal regulation violations by students, staff, and teachers within the higher education institution. - To participate in maintaining security, order, traffic safety, crime prevention, and social evils prevention in schools, families, and the community. - To carry out other related duties as required by the law and the higher education institution. 3. Some measures to effectively implement the study and training regulations at the school: - Strive for training and study to become a 5-good student; - Participate in classes fully, on time, without violating school regulations, and be proactive in studies, meeting the requirements of the lecturers in each lesson; - Participate in the school's scientific research projects or those organized by the Student Association; participate in volunteer activities at the school, clubs; - Be conscious of environmental protection, caring for the common property of the school and classroom; - Show empathy, sharing, and assistance to those in difficult or unfortunate situations in the class or outside the school. |
