How many times are parent meetings held in the 2024-2025 school year in Vietnam?
Based on Clause 1, Article 9 of the Charter of the Student Parent Representative Board issued together with Circular 55/2011/TT-BGDDT stipulated as follows:
Activities of parents and the Student Parent Representative Board
1. Meetings of all parents:
a) At the beginning of the school year, the homeroom teacher will organize a meeting of all parents to elect class representatives with the number of members stipulated in Point a, Clause 1, Article 3 of this Charter. During the school year, meetings of all parents are organized three times: At the beginning of the school year, at the end of the first semester, and at the end of the school year, and an extraordinary meeting will be held if at least 50% of parents of the class request it;
b) Whether or not to organize a meeting of all school parents is decided by the School Parent Representative Board.

And based on Clause 2, Article 1 of the Charter of the Student Parent Representative Board issued together with Circular 55/2011/TT-BGDDT stipulated as follows:
Scope of regulation and subjects of application
- This Charter regulates the Student Parent Representative Board including: organization and activities of the Student Parent Representative Board; responsibilities for managing the Student Parent Representative Board.
2. This Charter applies to the Student Parent Representative Board of preschools, kindergartens, primary schools, secondary schools, high schools, and multi-level schools (hereinafter referred to collectively as schools).
Thus, at preschools, kindergartens, primary schools, secondary schools, high schools, and multi-level schools, a year parent meeting is held 3 times:
- Once at the beginning of the school year;
- Once at the end of the first semester;
- Extraordinary meetings if at least 50% of the class's parents request it.
Early Year Fees for Students of All Levels in Vietnam That Parents Need to Know
Early year fees for students of all levels for the 2024-2025 academic year include the following:
(1) Tuition Fees: Implemented according to the regulations in Decree 81/2021/ND-CP of the Government of Vietnam.
According to Clause 2, Article 3 of Decree 81/2021/ND-CP, the tuition fee is the amount that a learner must pay to cover part or all of the education service costs.
The Provincial People's Committee proposes to the Provincial People's Council to decide on the specific tuition fee level but not exceed the ceiling level prescribed.
The Provincial People's Council will regulate the specific tuition fee level annually in accordance with the actual situation of each locality as prescribed in Article 9 of Decree 81/2021/ND-CP.
(2) Health Insurance:
Based on Article 7 of Decree 146/2018/ND-CP, the health insurance premium for students is 4.5% multiplied by the statutory pay rate and multiplied by the number of participating months corresponding to the validity period of the health insurance card (the current statutory pay rate is 2,340,000 VND).
Based on Article 8 of Decree 146/2018/ND-CP, students are entitled to a minimum support of 30% of the health insurance premium.
Annual health insurance premium = 4.5% x 2,340,000 x 12 x most 70%
Thus, the maximum annual health insurance premium for students at all levels (12 months) is 884,520 VND.
(3) Uniforms, sportswear, insignia:
According to Article 9 of Circular 26/2009/TT-BGDDT, the funding for sewing, buying, renting, or borrowing uniforms and graduation attire is sourced from the regular expenditure budget of the school, contributions from students, or other legal sources, and the expenses must be publicly disclosed.
Uniforms, sportswear, and insignia are also among the items the school can collect fees for at the beginning of the school year. The specific fee will be based on each school's regulation.
(4) Other miscellaneous fees
Miscellaneous fees agreed upon between the school and students' parents in each locality or collected under the resolutions of the Provincial/City People's Council will be applied differently in each locality or unit, such as:
- Meals, daycare services, and equipment for day boarding;
- Full-day schooling;
- Class fund;
- Learning materials for preschool children;
- Drinking water for students;
- Extra tutoring and learning within the school…
(5) Voluntary Donations (VOLUNTARY)
According to the regulation at Article 2, Article 3 of Circular 16/2018/TT-BGDDT, educational institutions can mobilize and receive donations to undertake the following activities:
- Procurement of equipment and teaching aids; equipment for scientific research; renovation, repair, and construction of infrastructure serving educational activities at the educational institution;
- Support for educational, training, and scientific research activities within the educational institution.
The mobilization, reception, management, and usage of donations must be publicly disclosed and posted at the educational institution receiving the donations and comply with current legal regulations.
