Based on Clause 1 Article 18 of the Regulation on the organization and operation of specialized upper secondary schools issued together with Circular 05/2023/TT-BGDDT, which regulates the transfer of specialized upper secondary school students as follows:
Transfer Schools
1. The transfer of students from specialized upper secondary schools to non-specialized upper secondary schools is carried out according to the school transfer and student admission regulations at secondary and upper secondary schools of the Ministry of Education and Training.
- The transfer of students from one specialized upper secondary school to another is carried out according to the school transfer and student admission regulations at secondary and upper secondary schools of the Ministry of Education and Training with additional requirements as follows:

Therefore, the transfer of students from specialized upper secondary schools to non-specialized upper secondary schools is carried out according to the school transfer and student admission regulations at secondary schools and upper secondary schools of the Ministry of Education and Training.
According to Clause 2 Article 5 of the Regulation on school transfer and student admission at secondary and upper secondary schools issued together with Decision 51/2002/QD-BGDDT, as amended by Clause 1 Article 2 Circular 50/2021/TT-BGDDT and terms replaced by Clause 2 Article 2 Circular 50/2021/TT-BGDDT, the dossier for transferring from specialized to non-specialized upper secondary school includes:
- Application for school transfer signed by the parent or guardian.- Academic transcript (original).- Certificate of admission to the upper secondary school level specifying the type of school (public or private).- School transfer introduction letter issued by the principal of the former school.- School transfer introduction letter issued by the Head of the Department of Education and Training (for secondary schools); the Director of the Department of Education and Training (for upper secondary schools) in case of transfer from another province or city.
How are the transfer procedures from specialized to non-specialized upper secondary school?
Based on Point b Clause 2 Article 5 of the Regulation on school transfer and student admission at secondary and upper secondary schools issued together with Decision 51/2002/QD-BGDDT, the procedures for transferring from specialized to non-specialized upper secondary school are as follows:
- Transfer within the same province or city: The principal of the receiving school will accept the dossier and consider resolving according to the regulations of the Director of the Department of Education and Training.- Transfer from another province or city: The Department of Education and Training of the receiving location will accept, check the dossier, and introduce it to the school.
What are the regulations on the transfer of students from one specialized upper secondary school to another specialized upper secondary school?
Based on Clause 2 Article 18 of the Regulation on the organization and operation of specialized upper secondary schools issued together with Circular 05/2023/TT-BGDDT, the transfer of students from one specialized upper secondary school to another is carried out according to school transfer regulations and student admission at upper secondary schools of the Ministry of Education and Training with the following additional requirements:
- If both the specialized schools involved in the transfer have conducted common entrance exams (same question set and examination period), transfer eligibility is based on meeting the admission criteria of the receiving specialized school.- If the specialized schools involved have not conducted common entrance exams or the student did not meet the admission criteria at the receiving specialized school, the student must take an additional entrance exam and meet the admission requirements of the receiving specialized school as stated in Article 19 of the Regulation on the organization and operation of specialized upper secondary schools issued together with Circular 05/2023/TT-BGDDT.
Responsibility of the hrincipal of the specialized upper secondary school in handling student transfers in Vietnam
Based on Clause 2 Article 21 of the Regulation on transferring and receiving students at secondary and upper secondary schools issued together with Decision 51/2002/QD-BGDDT regulating the responsibilities of the Principal as follows:
Responsibilities for Implementation
The Director of the Department of Education and Training, based on the specific requirements and conditions of local education, considers issuing necessary additional guidelines and regulations to effectively implement school transfers, notifying schools and parents, ensuring the legitimate right to education, and preventing any negative occurrences.
The Principal is responsible for:
a) Adhering to the regulations regarding subjects, dossiers, and procedures in handling school transfers for students, receiving Vietnamese students returning from abroad, and foreign students studying in Vietnam.
b) Not coercing or suggesting that students transfer to another school under any circumstances.
c) Implementing reporting procedures with the Department of Education and Training (for upper secondary schools) and the Department/Division of Education and Training (for secondary schools) in handling school transfers for students and receiving students returning from abroad or foreign students studying in Vietnam.
Thus, the Principal of a specialized upper secondary school has the following responsibilities in handling student transfers:
(1) Adhering to the regulations regarding subjects, dossiers, and procedures in handling student transfers.
(2) Not coercing or suggesting that students transfer to another school under any circumstances.
(3) Implementing reporting procedures with the Department of Education and Training when handling student transfers.
