- Transfer introduction letter issued by the Head of the Department of Education and Training (for secondary school); or the Director of the Department of Education and Training (for high school) of the sending location (if transferring from another province or city).
What are the procedures for lower secondary school transfer in Vietnam?

- Transfers within the same province or city: The principal of the receiving school accepts the dossier and evaluates it according to the regulations of the Director of the Department of Education and Training.
- Transfers from another province or city: The Department of Education and Training of the receiving location accepts and introduces the student to the school according to their residence, along with the checked dossier.

b) Not coercing or suggesting student transfers for any reason.
c) Reporting to the Department of Education and Training (high school level), or the Department of Education and Training (secondary school level) on student transfer, acceptance of overseas Vietnamese students returning to the country, and foreign students studying in Vietnam.
Thus, the secondary school principal has the following responsibilities in student transfers:
(1) Strictly implementing regulations regarding subjects, dossiers, and procedures for student transfers.
(2) Not coercing or suggesting students to transfer to other schools for any reason.
(3) Reporting to the Department of Education and Training on student transfers.
