2. The school principal is responsible for:

a) Strictly implementing regulations regarding subjects, dossiers, and procedures for student transfers, accepting overseas Vietnamese students returning to the country, and foreign students studying in Vietnam.

b) Not coercing or suggesting student transfers for any reason.

c) Reporting to the Department of Education and Training (high school level), or the Department of Education and Training (secondary school level) on student transfer, acceptance of overseas Vietnamese students returning to the country, and foreign students studying in Vietnam.

Thus, the secondary school principal has the following responsibilities in student transfers:

(1) Strictly implementing regulations regarding subjects, dossiers, and procedures for student transfers.

(2) Not coercing or suggesting students to transfer to other schools for any reason.

(3) Reporting to the Department of Education and Training on student transfers.
