According to the provisions of Article 5 Decree 115/2020/ND-CP:

Conditions for registering for the public employee recruitment exam

  1. Registration conditions for recruitment exams are implemented as prescribed in Article 22 of the Law on Public Employees. Agencies and units authorized to recruit public employees specified in Clause 1, Article 24 of the Law on Public Employees are allowed to supplement other conditions as required by the job position specified in Point g, Clause 1, Article 22, but not lower than general standards, not contrary to the provisions of law, and not discriminatory in terms of training type.

  2. Individuals registering for job positions in public service providers in the fields of culture, arts, sports, and physical education may be younger than 18 years old but must be at least 15 years old and have written consent from their legal representative.

According to Article 22 of the 2010 Law on Public Employees (replaced by Point a, Clause 12, Article 2 of the 2019 Revised Law on Cadres, Officials, and Public Employees) on the conditions for registering for public employee recruitment:

Conditions for registration for recruitment

  1. Persons meeting the following conditions, regardless of ethnicity, gender, social components, beliefs, or religion, are eligible to register for the public employee recruitment exam:

a) Have Vietnamese nationality and reside in Vietnam;

b) Be at least 18 years old. In certain fields of culture, arts, sports, and physical education, the recruitment age may be lower as stipulated by law; concurrently, there must be written consent from the legal representative;

c) Have a registration form for the recruitment exam;

d) Have a clear background;

dd) Possess appropriate degrees, certificates, training diplomas, practice certificates, or talents and skills suitable to the job position;

e) Be healthy enough to perform the job or duty;

g) Meet other conditions required by the job position determined by public service providers, but not contrary to the provisions of law.

Thus, currently, the minimum age for taking the public employee exam for teachers is at least 18 years old.

There is no regulation on the maximum age for taking the public employee exam for teachers; however, according to Point d, Clause 2, Article 4 of Decree 115/2020/ND-CP (amended by Clause 1, Article 1 of Decree 85/2023/ND-CP), the head of the unit has the authority to decide the standards and conditions for the public employee teacher exam, which may include age specifications.

What is the retirement age for teachers in 2024 in Vietnam?

According to Article 46 of the 2010 Law on Public Employees on pensions for public employees:

Pension regime

  1. Public employees are entitled to pensions in accordance with the provisions of labor law and social insurance law.

  2. Six months before the retirement date of a public employee, the managing agency, organization, or unit must notify in writing about the retirement date; three months before the retirement date, the managing agency, organization, or unit must issue a retirement decision.

  3. Public non-business units may sign service contracts with pensioners if there is a need and the pensioners wish to do so; during the contract period, in addition to the remuneration specified in the contract, pensioners are entitled to specific policies and management mechanisms to ensure conditions for professional activities stipulated by the Government of Vietnam.

According to Article 169 of the 2019 Labor Code:

Retirement age

  1. Workers who meet the conditions on social insurance contribution time as prescribed by social insurance law are entitled to pensions upon reaching the retirement age.

  2. The retirement age of workers in normal working conditions is gradually adjusted until it reaches 62 years for men in 2028 and 60 years for women in 2035.

From 2021 onwards, the retirement age of workers in normal working conditions is 60 years and 3 months for men, and 55 years and 4 months for women. Each year thereafter, the age increases by 3 months for men and 4 months for women.

Thus, the retirement age of teachers in 2024 for those working under normal conditions changes as follows:

Male teachers: At least 61 years old.

Female teachers: At least 56 years and 4 months old.

What is the training qualification of teachers in Vietnam?

According to Article 72 of the 2019 Education Law, the standard training qualifications for educators are specifically as follows:

- For preschool teachers: They must have an associate degree in preschool education or higher.

- For primary, lower secondary, and upper secondary school teachers: They must have a bachelor's degree in education or higher.

However, if the subject lacks teachers with a bachelor's degree in education, the teacher must have a bachelor's degree in a relevant major and a pedagogical training certificate according to the professional title standards for teachers.
