Based on the provisions of Clause 1, Article 62 of the Law on Education 2019, the regulations are as follows:
Specialized Schools and Gifted Schools
1. Specialized schools are established at the high school level for students who achieve excellent academic results to develop their talents in certain subjects, ensuring comprehensive education, creating a source for talent training, and meeting the development requirements of the country.
Art, physical education, and sports gifted schools are established to develop students' talents in these fields.
2. The State prioritizes the allocation of teachers, facilities, equipment, and budgets for specialized and gifted schools established by the State; preferential policies are given to gifted schools established by organizations or individuals.
3. The Minister of Education and Training and the Minister of Labor - Invalids and Social Affairs, within their duties and powers, regulate the advanced educational programs and the organizational and operational regulations of specialized and gifted schools.
Thus, based on the above regulations, specialized schools are established at the high school level; therefore, there are no specialized schools at the lower secondary level.

Are lower secondary students considered learners?
Based on the provisions of Article 80 of the Law on Education 2019, the regulations are as follows:
Learners
Learners are individuals who are studying at educational institutions within the national education system, including:
1. Children in preschool educational institutions;
2. Students in general educational institutions, vocational training classes, vocational education centers - continuing education, vocational education centers, intermediate schools, university preparatory schools;
3. Students in colleges and universities;
4. Trainees in master's training institutions;
5. Doctoral candidates in doctoral training institutions;
6. Learners in continuing education programs.
Based on the above regulations, learners are individuals currently studying at educational institutions within the national education system. Therefore, students at the lower secondary level are considered learners.
What are the duties and rights of students at the lower secondary level in Vietnam?
Based on the provisions of Article 34 of the Regulations on lower secondary schools, high schools, and schools with multiple levels, issued together with Circular 32/2020/TT-BGDDT, lower secondary students have the following duties:
[1] Comply with learning and training tasks according to the school's educational program and plan.
[2] Respect parents, school staff, teachers, and other adults; foster unity and assistance among peers in learning and training; comply with school regulations; abide by State laws.
[3] Exercise and maintain personal hygiene.
[4] Participate in collective activities of the school, class, Ho Chi Minh Young Pioneers Organization, and Ho Chi Minh Communist Youth Union; assist family, engage in labor and social activities, environmental protection activities, and comply with traffic safety regulations.
[5] Preserve and protect school property and public property; contribute to building, protecting, and promoting the school's traditions.
Additionally, Article 35 of the Regulations on lower secondary schools, high schools, and schools with multiple levels, issued together with Circular 32/2020/TT-BGDDT, stipulates the following rights for lower secondary students:
Rights of Students
- Equality in accessing comprehensive education, guaranteed conditions for time, facilities, hygiene, and safety for studying in class and self-study at home, provided with information on their own learning and training, allowed to use facilities and equipment for school learning activities, cultural, and sports activities as per regulations.
- Respect and protection, equal and democratic treatment, the right to complain to the school and educational management levels about decisions concerning themselves; the right to transfer schools for legitimate reasons as per current regulations; early advancement, grade skipping, and extended age study as per Article 33 of the Regulations on lower secondary schools, high schools, and schools with multiple levels, issued together with Circular 32/2020/TT-BGDDT.
- Participate in activities aimed at developing talents in subjects, sports, and arts organized by the school if eligible.
- Receive scholarships or other support as per regulations for students benefiting from social policies, those with difficult living conditions, and those with special talents.
- Transfer schools if eligible as per regulations; the procedure for transferring schools is as specified by the Minister of Education and Training.
- Enjoy other rights as stipulated by law.
