Is the time of suspension from teaching eligible for teacher preferential allowances in Vietnam?
Based on Section I of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC (amended by Article 2 of Circular 27/2018/TT-BGDDT), the regulations on the scope, subjects, and conditions of application are as follows:
SCOPE, SUBJECTS, AND CONDITIONS OF APPLICATION

b) Subjects specified in Clause 1 of this section shall not be entitled to the preferential allowance during the following periods:
- The period of working trips, work, or study abroad receiving 40% of the salary as stipulated in Clause 4, Article 8 of Decree No. 204/2004/ND-CP;
- The period of working trips or study within the country not participating in teaching continuously for more than 3 months;
- The period of personal leave without pay continuously for 01 month or more;
- The period of sickness leave, maternity leave exceeding the time limit as prescribed in the current regulations of social insurance;
- The period of teaching suspension.
As such, the period of teaching suspension is not entitled to the teacher's preferential allowance.

What is the level of the preferential allowance for teachers teaching in educational institutions in Vietnam?
Based on Section II of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, the regulations on the level of the allowance and the method of calculation are as follows:
LEVEL OF ALLOWANCE AND METHOD OF CALCULATION
- Level of allowance
a) A 25% allowance level applies to teachers directly teaching in universities, colleges, academies, training schools of Ministries, agencies equivalent to Ministries, agencies under the Government of Vietnam, Communist Party organizations, political-social organizations at the central level, and political schools of provinces and centrally-governed cities (except for teachers teaching in educational institutions or faculties and teachers teaching the subjects of Marxism-Leninism and Ho Chi Minh thought);
b) A 30% allowance level applies to teachers directly teaching in lower secondary schools, upper secondary schools, general technical - career guidance centers, continuing education centers, vocational training centers in the delta, cities, district-level towns; secondary vocational schools, vocational training schools; district, town-level political training centers, and province-governed cities;
c) A 35% allowance level applies to teachers directly teaching in preschools, primary schools in the delta, cities, district-level towns; lower secondary schools, upper secondary schools, general technical - career guidance centers, continuing education centers, vocational training centers in mountainous, island, remote, and isolated areas;
d) A 40% allowance applies to teachers directly teaching in educational institutions, faculties (university, college, intermediate), educational management training schools, and teachers teaching political subjects in secondary vocational schools, vocational training schools;
dd) A 45% allowance level applies to teachers directly teaching subjects of Marxism-Leninism, Ho Chi Minh thought in universities and colleges;
e) A 50% allowance applies to teachers directly teaching in preschools, primary schools in mountainous, island, remote, and isolated areas.
The determination of the mountainous areas shall comply with the regulations of the Committee for Ethnic Minorities; island areas according to geographical reality; remote and isolated areas depending on the characteristics of each locality as guided by the Provincial People's Committee after reaching a consensus with the related Ministries.

Therefore, the preferential allowance for teachers teaching in educational institutions is 40%.
Is the teacher's preferential allowance paid during the summer vacation in Vietnam?
Based on Section III of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, the regulations on the payment method and source are as follows:
PAYMENT METHOD AND SOURCE
1. Payment method
This allowance is paid together with the monthly salary (including the summer vacation) and is not used for calculating contributions or benefits of social insurance, health insurance.
- Source of payment
The fund for paying preferential allowance policies is used from the self-generated revenue of the educational institution according to regulations and the fund provided by the state budget according to the Finance Ministry's circulars guiding the determination of needs, sources, and payment methods for implementing salary reform.
Thus, the teacher's preferential allowance is paid during the summer vacation.
