Is the school in Vietnam required to establish a sports club?
The establishment of sports clubs in schools is regulated in Article 3 of Circular 48/2020/TT-BGDDT as follows:
Sports Club
- The establishment, management, and development of sports clubs depend on the actual conditions of the school and the training needs, interests, and health of the students. Each school is required to have at least one sports club that operates regularly and properly.
- Arrange a reasonable time, integrate sports club activities with the Physical Education subject in the educational program at all educational levels and training levels to ensure connectivity, contributing to the comprehensive development of physical fitness and school sports.
- Organize the development of swimming, traditional martial arts, and ethnic sports suitable to the traditions and actual conditions of the locality."
Thus, according to the regulations, each school must have at least one sports club operating regularly and properly. Therefore, the establishment of at least one sports club in a school is the responsibility of the school.

What are the responsibilities of the school regarding sports activities in the school?
According to Article 11 of Circular 48/2020/TT-BGDDT, the responsibilities of the school are as follows:
- Implement this Circular and the directives and guidance of superior education authorities earnestly.
- Conduct evaluation and classification of student fitness as prescribed.
- Arrange physical education teachers and lecturers to participate in the guidance, organization, and management of sports clubs and sports competition activities.
- Develop plans and facilitate physical education teachers and lecturers to be trained, improve professional expertise; to participate in scientific research; to participate in guiding and organizing training and sports competition activities; to coach teams for sports competitions at various levels.
- Develop plans to organize sports activities for students in the school and assign delegations to participate in sports competitions organized by educational management agencies at various levels, the Vietnam Student Sports Association, the Vietnam University Sports Association, and the Professional Sports Association.
- Annually, plan to build, repair, maintain, and use physical facilities; purchase new and supplement physical education and sports equipment to serve the Physical Education subject and sports activities.
What are the duties and rights of individuals participating in sports training and competitions in the school in Vietnam?
According to Article 7 of Circular 48/2020/TT-BGDDT, the duties and rights of individuals participating in sports training and competitions in the school are as follows:
(1) Duties
- Participate in training and sports competition activities according to the school's plan and the educational management agencies at various levels; participate in sports club activities according to personal interests that are suitable to the age characteristics. Learners participating in sports competitions organized by other organizations must be permitted by the school.
- Annually, complete the current content of tests, evaluations, and fitness classification as prescribed.
- Other learner duties as prescribed.
(2) Rights of the learner
- Students are entitled to participate in sports activities in the school; and be selected to participate in competitions, and festivals at the local, national, and international levels.
- Students with sports talents are selected for training at sports talent schools according to regulations.
- Students who win gold, silver, and bronze medals in national-level sports competitions organized by educational management agencies and students who are members of Vietnam’s national team participating in regional, continental, and world sports competitions enjoy preferential policies when participating in high school entrance exams, high school graduation exams, university, college admissions according to current regulations.
- Students who win gold, silver, and bronze medals in national-level sports competitions organized by educational management agencies and students who are members of Vietnam’s national team participating in regional, continental, and world sports competitions are exempted from the Physical Education subject for that academic year.
- Receive assistance from the school, teachers, and lecturers in completing the Physical Education subject program and standards for evaluating and classifying student fitness. Students with congenital diseases are allowed to train in content and forms suitable to their condition.
- Students nominated by the school or educational management agencies to participate in sports competitions that require them to be absent from school for more than the prescribed time are entitled to supplementary classes to ensure conditions for taking exams, and credits as per regulations.
- Students who are athletes training with the national team or at provincial, municipal, sectoral, and national training centers are facilitated by educational management agencies at various levels to continue regular studies to ensure completion of general education programs and age-appropriate training levels in suitable forms.
- Other rights of learners as prescribed.
