Pursuant to Appendix 2 issued together with Circular 10/2017/TT-BLDTBXH with some contents repealed by Clause 1 Article 5 Circular 34/2018/TT-BLDTBXH regarding the template of college graduation certificates as follows:

Method of recording contents on intermediate and college graduation certificates

(1) Record the title of the head of the institution issuing the graduation certificate in Vietnamese; uppercase letters, size 14, upright, bold font.

(2) Record the name of the institution issuing the graduation certificate in Vietnamese; uppercase letters, size 13, upright, bold font.

(3) Record the major, vocation that the student studied based on the certificate of registration for vocational education activities of the institution issued according to the fourth level, in Vietnamese; lowercase letters, size 14, upright, bold font.

(21) Record the locale of the province, centrally governed city where the institution's headquarters is situated in English. (For example, if it is written as “Hà Nội” in Vietnamese, it is written as “Hanoi” in English); lowercase letters, size 14, italic font.

(22) Record the day and year in numbers, and the month in English. (For example, if it is written as “ngày 07/10/2018” in Vietnamese, it is written as “07 October 2018” in English); lowercase letters, size 14, italic font.

(23) Affix the institution's embossed seal.

(24) Depending on the student's major or vocation, record the phrase “DANH HIỆU CỬ NHÂN THỰC HÀNH” or “DANH HIỆU KỸ SƯ THỰC HÀNH”; uppercase letters, size 12, upright, bold font.

Therefore, according to regulations, the practical bachelor's degree is a title awarded to graduates of college programs.

The Practical Bachelor's Degree is a type of college graduation certificate awarded to students who meet graduation requirements.

On the other hand, depending on the training major, the college graduation certificate may bear different titles such as practical engineer.

At the same time, Article 2 of Circular 27/2019/TT-BGDDT stipulates the main contents recorded on diplomas as follows:

1. Title:

SOCIALIST REPUBLIC OF VIETNAM

Independence - Freedom - Happiness

2. Name of the diploma according to the training levels (bachelor’s degree, master’s degree, doctorate’s degree, diploma of equivalent level).

As mentioned above, the practical bachelor's degree or in other words the title of practical bachelor is indicated on the college graduation certificate.

This diploma is awarded to students who meet the conditions for college graduation; depending on the training major or vocation, the diploma bears the phrase “DANH HIỆU CỬ NHÂN THỰC HÀNH” or “DANH HIỆU KỸ SƯ THỰC HÀNH.”

Meanwhile, corresponding to the university training level, the diploma indicates the name as bachelor's degree. This type of diploma is awarded to students who meet graduation conditions according to the law and the institution's regulations.

Thus, it can be said that the practical bachelor's degree and the bachelor's degree are different. Therefore, the practical bachelor's degree is not a bachelor's degree.

Who has the authority to issue the Practical Bachelor's Degree in Vietnam?

Pursuant to Clause 1, Article 2 of Circular 10/2017/TT-BLDTBXH, which stipulates principles for managing and issuing intermediate and college graduation certificates as follows:

Principles for managing and issuing intermediate and college graduation certificates

1. Intermediate and college graduation certificates (hereinafter referred to as graduation certificates) are uniformly managed, with autonomy and accountability delegated to institutions as stipulated in Clause 3, Article 21 of this Circular.

Meanwhile, Clause 3, Article 21 of Circular 10/2017/TT-BLDTBXH stipulates as follows:

Delegation and management of graduation certificates

1. Ministry of Labor - Invalids and Social Affairs shall uniformly manage graduation certificates; stipulate the template, printing, managing, issuing, revoking, and canceling graduation certificates.

2. Departments of Labor - Invalids and Social Affairs of provinces and centrally governed cities are responsible for managing the printing and usage of forms, and issuing graduation certificates of institutions with main headquarters in their locality.

3. Institutions shall autonomously manage and are responsible for printing, managing, and issuing graduation certificates as stipulated by the Minister of Labor – Invalids and Social Affairs.

Thus, it can be seen that the practical bachelor's degree is autonomously issued by colleges, which are also responsible for managing and issuing the degree.

What are the contents recorded on the Practical Bachelor's Degree in Vietnam?

Pursuant to Article 3 of Circular 10/2017/TT-BLDTBXH as amended by Clause 2, Article 1 of Circular 24/2020/TT-BLDTBXH, the contents on the practical bachelor's degree include:

- National title and motto:

SOCIALIST REPUBLIC OF VIETNAM

Independence - Freedom - Happiness

- Title of the head of the institution issuing the graduation certificate.

- Name of the institution issuing the graduation certificate.

- Name of the graduation certificate according to the training levels (intermediate graduation certificate, college graduation certificate).

- Major or vocation.

- Full name of the person awarded the graduation certificate.

- Date of birth of the person awarded the graduation certificate.

- Graduation classification.

- Locale, date of issuance of the graduation certificate.

- Title, signature, full name of the head of the institution issuing the graduation certificate, and the institution’s seal as stipulated.

- Serial number, official record number of the graduation certificate issuance.

- For high-quality programs, the phrase "high-quality program" is recorded below the name of the major or vocation.

- Other contents as appropriate under the law.
