Is the distance learning program at the university level considered a regular education system in Vietnam?

Based on Article 3 of the Regulations on University-Level Distance Learning issued in conjunction with Circular 28/2023/TT-BGDDT, there are provisions regarding the University-Level Distance Learning Program as follows:

Distance Learning Program and Study Duration

1. The distance learning program is a training program currently being applied to the corresponding regular education program of the training institution (hereinafter referred to as the regular education program). It is adjusted and described specifically in the detailed syllabus of each subject to be suitable for the distance learning method in terms of teaching-learning methods, teaching-learning duration, study materials, assessment of learning outcomes, and mainly requires the use of Network and Telecommunications.

Thus, according to the above provisions, the University-Level Distance Learning Program is a training program currently being applied to the corresponding regular education program of the training institution.

What are the regulations on distance learning materials at the university level in Vietnam?

According to Article 4 of the Regulations on University-Level Distance Learning issued in conjunction with Circular 28/2023/TT-BGDDT, there are provisions on distance learning materials at the university level as follows:

- Distance learning materials are teaching, learning, and research documents compiled, selected, evaluated, approved, and used by the training institution suitable for each distance learning method.

- Additionally, distance learning materials include primary learning materials and supplementary learning materials for the training process.

- Note: Primary learning materials ensure to fully provide and convey the content of the subject/module so that learners can self-study in accordance with the distance learning method, specifically:

+ For the Network and Telecommunications method: Primary learning materials are electronic and digital materials;

+ For the Correspondence method: Primary learning materials are printed documents including textbooks compiled for distance learning, reference books, study and research guides, exercise books, exam and test guides;

+ For the Radio and Television method: Primary learning materials are broadcast and television programs.

- Supplementary learning materials provide detailed content to help learners deeply and fully understand the content of the primary learning materials.

- The principal or director of the training institution (hereinafter collectively referred to as the principal) organizes the compilation, evaluation, and approval of distance learning materials before implementing distance education according to the provisions of this Article and the regulations of the Ministry of Education and Training on the compilation, selection, evaluation, approval, and use of teaching materials and university-level textbooks. Annually, the training institution organizes the review, evaluation, and updating of learning materials to meet professional and technical requirements.

How many consecutive courses must a university in Vietnam ensure enrollment in to offer a distance learning program?

Based on Article 5 of the Regulations on University-Level Distance Learning issued in conjunction with Circular 28/2023/TT-BGDDT:

Minimum Requirements for Implementing Distance Learning

1. The distance learning system of the training institution has been fully established, ensuring all components as prescribed in Clause 5, Article 2 of these Regulations..

2. The training institution implements the distance learning program for those fields that have issued the decision to open the training course and have enrolled at least 03 consecutive courses in the regular education format. Distance learning is not implemented for fields in the health sector with professional practice certificates and teacher education programs.

3. The distance learning program has been compiled, evaluated, and issued according to the regulations on program standards; compiled, evaluated, and issued training programs for university education levels by the Ministry of Education and Training; the program standards issued by the Ministry of Education and Training and the provisions of these Regulations.

Thus, a university offering a distance learning program must ensure enrollment in at least 03 consecutive courses in the regular education format to meet one of the minimum requirements for implementing distance education.
