Pursuant to Article 66 Law on Education 2019, the position and role of teachers are as follows:

  1. Teachers perform teaching and education tasks in educational institutions, except for the educational institutions stipulated at Point c, Clause 1, Article 65 of this Law.

Teachers teaching at preschool educational institutions, general education institutions, and other educational institutions, teaching primary and intermediate levels are called teachers; teachers teaching from college level upwards are called lecturers.

  1. Teachers play a decisive role in ensuring the quality of education, hold an important position in society, and are honored by society.

Thus, the teaching profession refers to teachers teaching at preschool educational institutions, general education institutions, and other educational institutions, teaching primary and intermediate levels.

Are teachers in Vietnam engaged in hazardous and dangerous occupation?

Heavy, hazardous, and dangerous occupation involves factors harmful to health and spirit or poses high risks to employees. Heavy, hazardous, and dangerous jobs are specified in the list of heavy, hazardous, and dangerous professions and occupations under Circular 11/2020/TT-BLDTBXH.

Therefore, teaching is not considered a hazardous and dangerous occupation, as it is not included in the list of heavy, hazardous, and dangerous professions under Circular 11/2020/TT-BLDTBXH.

What are the general rights of teachers in Bietnam?

Pursuant to Article 70 Law on Education 2019, teachers have the following general rights:

- To teach according to their training specialization.

- To receive training and professional development to enhance political, professional and technical qualifications.

- To enter into contracts for visiting lectureships, scientific research at other educational institutions or research institutes.

- To be respected, and protected for their dignity, honor, and body.

- To have summer leave under the regulations of the Government of Vietnam and other days off as prescribed by law.

What are the general duties of teachers in Vietnam?

Pursuant to Article 69 Law on Education 2019, the general duties of teachers include:

- Teaching and educating according to educational goals and principles, fully and qualitatively implementing the educational program.

- Exemplarily fulfilling civic duties, school regulations, and the code of conduct for teachers.

- Maintaining the qualities, reputation, and honor of the teacher; respecting, treating students fairly; protecting the legitimate rights and interests of students.

- Studying and training to enhance moral qualities, political knowledge, professional expertise, and innovate teaching methods to set a good example for students.

What are the State's policies towards teachers in Vietnam?

Pursuant to Article 77 Law on Education 2019 stipulating policies towards teachers:

  1. The State has policies for recruitment, utilization, remuneration, and ensures necessary material and spiritual conditions for teachers to fulfill their roles and duties.
  1. Teachers working at specialized schools, gifted schools, boarding ethnic minority schools, semi-boarding ethnic minority schools, preparatory universities, schools, classes for the disabled, reformatory schools, or other specialized schools, and teachers implementing inclusive education are entitled to allowances and preferential policies.
  1. The State encourages and provides preferential policies for allowances and other policies for teachers working in areas with particularly difficult socio-economic conditions.
  1. The Government of Vietnam will detail this Article.

Therefore, the State has the following policies towards teachers:
