1. Education is both a right and an obligation of citizens. All citizens, regardless of ethnicity, religion, belief, gender, personal characteristics, family background, social status, or economic conditions, are equal in educational opportunities.

2. The State ensures social equality in education, creating a safe educational environment, ensuring inclusive education, enabling learners to fully develop their potential and talents.

3. The State prioritizes and facilitates children with special circumstances according to the provisions of the Law on Children, individuals with disabilities as per the Law on People with Disabilities, and learners from poor and near-poor households in realizing their right and obligation to study.

Thus, studyig is both a right and an obligation of every citizen, regardless of ethnicity, religion, belief, gender, personal characteristics, family background, social status, or economic conditions.

Based on Article 14 of the 2019 Education Law regarding universal education and mandatory education:

1. Primary education is mandatory.

The State implements universal preschool education for 5-year-old children and universal lower secondary education.

2. The State is responsible for implementing mandatory education nationwide; deciding plans, ensuring conditions to implement universal education.

3. Every citizen of the stipulated age is obliged to study to fulfill universal education and complete mandatory education.

4. Families and guardians are responsible for enabling members of their family of the stipulated age to study to fulfill universal education and complete mandatory education.

Thus, the law stipulates that every citizen has the obligation to study to fulfill universal education and complete mandatory education within the stipulated age.

What are objectives of upper secondary education in Vietnam?

Based on Article 29 of the 2019 Education Law regarding the objectives of general education:

1. General education aims to develop the learner comprehensively in ethics, intellect, physical conditions, aesthetics, basic skills, personal capacity development, dynamism, and creativity; shaping the personality of a Socialist Vietnamese human and citizen responsibility; preparing learners to continue higher education, vocational education, or participate in labor, constructing and defending the Fatherland.

2. Primary education aims to form a foundational base for development in ethics, intellect, physical conditions, aesthetics, and capacities of students; preparing students to continue studying at the lower secondary level.

Thus, upper secondary education aims to equip civic knowledge and:

Is exemplary fulfillment of citizen obligations a duty of teachers in Vietnam?

Based on Article 69 of the 2019 Education Law regarding the duties of teachers:

1. Teach and educate according to educational objectives and principles, fully and qualitatively implement educational programs.

2. Be exemplary in fulfilling citizen obligations, school charters, and codes of conduct for teachers.

3. Maintain the qualities, reputation, and honor of a teacher; respect and treat students fairly; protect the legitimate rights and interests of students.

4. Study and practice to improve ethical qualities, political levels, professional and career qualifications, innovate teaching methods, and set a good example for students.

Thus, being exemplary in fulfilling citizen obligations is a duty of teachers.

Additionally, teachers have the following duties:

- Teach and educate according to educational objectives and principles, fully and qualitatively implement educational programs.

- Exemplarily fulfill the school charters and codes of conduct for teachers.

- Maintain the qualities, reputation, and honor of a teacher; respect and treat students fairly; protect the legitimate rights and interests of students.
