- Primary education is mandatory.

- Every citizen of the stipulated age is obliged to study to fulfill universal education and complete mandatory education.
- Families and guardians are responsible for enabling members of their family of the stipulated age to study to fulfill universal education and complete mandatory education.
Thus, the law stipulates that every citizen has the obligation to study to fulfill universal education and complete mandatory education within the stipulated age.

- General education aims to develop the learner comprehensively in ethics, intellect, physical conditions, aesthetics, basic skills, personal capacity development, dynamism, and creativity; shaping the personality of a Socialist Vietnamese human and citizen responsibility; preparing learners to continue higher education, vocational education, or participate in labor, constructing and defending the Fatherland.

Thus, upper secondary education aims to equip civic knowledge and:

Based on Article 69 of the 2019 Education Law regarding the duties of teachers:

- Teach and educate according to educational objectives and principles, fully and qualitatively implement educational programs.
- Be exemplary in fulfilling citizen obligations, school charters, and codes of conduct for teachers.
- Maintain the qualities, reputation, and honor of a teacher; respect and treat students fairly; protect the legitimate rights and interests of students.
- Study and practice to improve ethical qualities, political levels, professional and career qualifications, innovate teaching methods, and set a good example for students.
Thus, being exemplary in fulfilling citizen obligations is a duty of teachers.
Additionally, teachers have the following duties:
