4. Standards on professional competence and skills
a) Understand the guidelines, policies, laws of the Communist Party and the State, and the regulations and requirements of the education sector and localities regarding secondary education, and implement these in assigned tasks;
b) Master the knowledge of the subjects assigned to teach; be capable of creating teaching and education plans aimed at developing students' quality and competence;
c) Effectively apply teaching and educational methods that develop the quality and competence of students and actively engage students in activities;
d) Use methods of assessment and evaluation to measure students' academic performance, training, and progress in line with the development of their qualities and competencies;
D) Be capable of providing psychological counseling and career guidance for students, integrating these activities into teaching and educational activities;
e) Establish cooperative relationships with students' parents and related organizations and individuals in executing teaching and education activities for students;
g) Develop and implement plans for self-study, training to enhance personal professional and vocational development;
h) Be competent in applying information technology in professional activities; be capable of using a foreign language or an ethnic minority language as required by the job position.
Thus, depending on the job position requirements, Grade 3 lower secondary school teachers must meet the standard of foreign language proficiency.

1. Tasks
a) Develop educational plans for the assigned subject and participate in creating educational plans of the specialized team according to the goals and secondary education curriculum;
b) Teach and educate students according to the school's plans and specialized team plans; manage students in educational activities organized by the school;
c) Use teaching and educational methods to enhance students' competencies and qualities, engaging students actively;
d) Conduct assessments and evaluations of students' academic performance and training according to regulations;
dd) Participate in discovering and training gifted students or support underperforming students and guide student-teachers in internship if applicable;
e) Organize psychological counseling, and career guidance activities for assigned students and their parents;
g) Collaborate with related organizations and individuals to conduct teaching, educational, psychological counseling, and career guidance activities for students;
h) Participate in specialized team activities, research, and complete the management documentation of educational activities as regulated; participate in secondary education and inclusive education dissemination within the scope of assigned duties; and participate in organizing competitions (for teachers or students) at the school level and above if applicable;
i) Complete prescribed training and educational programs; engage in self-study and professional development to enhance skills and competencies;
k) Perform other duties assigned by the principal.

1. Tasks
In addition to the duties of a Grade III lower secondary school teacher, Grade II lower secondary school teachers must also perform the following tasks:
a) Act as lecturers or demonstrators in teacher training classes or pilot new models, methods, and technologies from the school level and above; preside over training content and specialized activities in the specialized team or participate in building electronic learning materials;
b) Guide or evaluate scientific and technological research products from the school level and above;

k) Public employees pursuing promotion or considering promotion to the Grade II lower secondary school teacher position (code V.07.04.31) must have held the Grade III lower secondary school teacher position (code V.07.04.32) or equivalent for at least 09 (nine) years (excluding probation period) up to the deadline for submission of application for promotion or consideration.
Thus, the condition for Grade 3 lower secondary school teachers to be considered for promotion to Grade 2 is to have held the Grade 3 lower secondary school teacher position for at least 09 years (excluding probation period) by the deadline for submitting the promotion application.
