Is it possible to include classification on the lower secondary education diploma in Vietnam?
According to the regulations on graduation classification on lower secondary school diplomas in Article 8 of the Regulations on Recognition of Lower Secondary School Graduation, issued with Decision 11/2006/QD-BGDDT (effective until February 16, 2024):
Graduation Classification
- The graduation results of students at educational institutions are classified into three categories: excellent, good, and average, based on the classification of conduct and academic performance; if the student is in the category of not being classified for conduct, only the academic performance classification is considered:
a) Excellent: good conduct, excellent academic performance;
b) Good: conduct is good or better, good academic performance or good conduct, excellent academic performance;
c) Average: other cases.
- Students recognized for graduation according to Clause 2, Article 7 of these Regulations are classified as average.
These regulations have been repealed in the Regulations on Recognition of Lower Secondary School Graduation issued with Circular 31/2023/TT-BGDDT. Thus, students receiving lower secondary school diplomas from the 2024-2025 academic year will no longer have classification information as before.

What are the conditions for recognition of lower secondary school graduation in Vietnam?
In Article 4 of the Regulations on Recognition of Lower Secondary School Graduation issued with Circular 31/2023/TT-BGDDT, the conditions for recognition of graduation are stipulated as follows:
Conditions for Graduation Recognition
Students are recognized for graduation if they meet the following conditions:
- Not more than 21 years old (calculated by year) for students completing the general lower secondary education program; 15 years old or older (calculated by year) for learners completing the continuing education lower secondary program.
In cases of students returning from abroad, skipping grades, studying at an age higher than the prescribed age, follow the age regulations according to the educational level of the Ministry of Education and Training.
- Have completed the general lower secondary education program or the continuing education lower secondary program.
- Have complete records as stipulated in Article 6 of these Regulations.
The conditions for recognition of lower secondary school graduation include:

What documents are required for the application for lower secondary school graduation recognition in Vietnam?
In Article 6 of the Regulations on Recognition of Lower Secondary School Graduation issued with Circular 31/2023/TT-BGDDT, the required for the application for lower secondary school graduation recognition in Vietnam are stipulated as follows:
- For students who have completed Grade 9 at an educational institution in the year graduation recognition is conducted, the graduation recognition application is the student's report card.
- For students not falling under the category of those who have completed Grade 9 at an educational institution in the year graduation recognition is conducted, the graduation recognition application includes:
+ Application form for graduation recognition;
+ Certified copy of birth certificate or citizen ID card;
+ Original student report card or printed electronic report card certified by the educational institution where the student completed Grade 9.
In cases where the student has lost the original report card or does not have a printed electronic report card, a certification of training results and Grade 9 academic performance from the educational institution where the student completed Grade 9 is required.
