Who has the authority to establish the Evaluation Committee for student affairs to assess and rank student affairs in Vietnam?
Based on the provisions of Article 25 of the Regulation attached to Circular 17/2017/TT-BLDTBXH:
Self-assessment, ranking process of student affairs tasks, and time implementation
1. The Principal of the school establishes the Evaluation Committee for student affairs tasks led by the Principal or Vice Principal; the standing member is the head of the unit responsible for student affairs; other members include school leadership, leadership of some faculties, departments, related committees, and a representative from the Ho Chi Minh Communist Youth Union within the school.
2. The Evaluation Committee for student affairs of the school conducts self-assessment, ranking the student affairs tasks as prescribed in Articles 23 and 24 of this Regulation; consolidates the results, reports to the Principal for signature, and submission to the supervising authority for review and acknowledgment before September 30 every year.
4. The supervising authority of the school checks the self-assessment results, ranking of student affairs tasks based on management decentralization for affiliated schools and notifies the inspection results to the Ministry of Labor - Invalids and Social Affairs, Department of Labor - Invalids and Social Affairs of the province or city under central authority where the school is headquartered for general monitoring and to facilitate state management of vocational education before October 31 every year.
Thus, the Principal of the school shall establish the Evaluation Committee for student affairs, which is led by the Principal or Vice Principal.

Based on Article 16 of the Regulation attached to Circular 17/2017/TT-BLDTBXH:
Content and form of commendation for students
1. Extraordinary commendation for individuals and class student collectives with deserving achievements needs to be promptly praised and awarded according to the content and level of rewards stipulated by the Principal. Specifically:
a) Winning prizes in vocational competitions at various levels; cultural, artistic, sports competitions, and other talent contests; having initiatives in learning, labor; having valuable scientific research projects;
b) Effective contributions in the work of the Communist Party, Youth Union, student organizations, activities of proactive youth, volunteer students, maintaining security and order, activities in class, department (or specialized unit), in dormitories, in social, cultural, artistic, sports activities;
c) Achievements in the nationwide movement to protect national security, crime prevention, social evils; bravery in rescuing victims; combating negativity, corruption;
d) Other special achievements.
2. Periodic commendation for individuals and class student collectives conducted at the end of the academic year, course. Specifically:
a) Periodic commendation for individuals based on three titles: Fair, Good, Excellent. The standard for ranking Fair students is for cases with academic and conduct rating from fair or higher; Good students for academic rating from good or higher and conduct rating from satisfactory or higher; Excellent students for those rated academically and conduct excellently;
b) Periodic commendation for student class collectives based on two titles: Advanced Student Class and Excellent Student Class. The Principal of the school specifies the standard for the titles of Advanced Student Class and Excellent Student Class;
c) The assessment, ranking of students' academic performance is carried out according to the current regulations on implementing intermediate and college-level training programs by academic year system or by modular or credit accumulation method; examination, testing, and graduation recognition regulations. For subjects, modules, or credits not concluded at the evaluation time, the total score from regular tests, periodic tests of that subject, module, or credit is used as a basis for assessment and ranking. No commendation is given to students disciplined or with final course, module, credit test scores below average in that academic year.
Thus, it is possible to grant extraordinary commendations for students in Vietnam.
Extraordinary commendation is applied to individuals, classes, groups with deserving achievements that need to be promptly praised and rewarded according to the content and level of rewards stipulated by the Principal.
