Duties and Rights of the Head, Deputy Head, and Members of the Parent-Teacher Committe
- Duties and rights of the head of the Parent-Teacher Committe:
a) Duties of the head of the Parent-Teacher Committe:
- Develop plans and organize the implementation of activities of the parents, the Parent-Teacher Committe as stipulated in Article 9 of this Charter;
- Propose task assignments for the deputy heads and standing members for approval at the meeting of the entire Parent-Teacher Committe;
- Prepare materials for the meetings of the Parent-Teacher Committe;
- Aggregate opinions from Class Parent-Teacher Committes and parents to unify solutions with the Principal.
b) Rights of the head of the Parent-Teacher Committe:
- Preside over meetings of the Parent-Teacher Committe (except for meetings to elect the head of the Parent-Teacher Committe);
- Coordinate with the school to organize student education activities;
- Organize appeals for students who have dropped out to continue their education;
- Periodically work with the Principal on the activities of the Parent-Teacher Committe;
- Address parents' complaints about the school's educational activities;

Who are the Members of the Parent-Teacher Committe in Vietnam?
Based on Point a, Clause 2, Article 3 of the Charter of the Parent-Teacher Committe issued with Circular 55/2011/TT-BGDDT:
Organization of the Parent-Teacher Committe
- Class Parent-Teacher Committe.
a) Each class has a Class Parent-Teacher Committe consisting of 3 to 5 members, including a head and a deputy head.
b) Members of the Class Parent-Teacher Committe are enthusiastic and responsible individuals who cooperate with the class teacher, subject teachers, the school, and represent parents in the class to implement student education activities.
2. School Parent-Teacher Committe.
a) Each school has a School Parent-Teacher Committe consisting of a head, deputy heads, and standing members (if necessary).
b) Members of the School Parent-Teacher Committe are heads or deputy heads of the Class Parent-Teacher Committes.
c) The number of deputy heads and standing members (if any) of the School Parent-Teacher Committe is decided in a meeting of the heads and deputy heads of the Class Parent-Teacher Committes.

According to Article 6 of the Charter of the Parent-Teacher Committe issued with Circular 55/2011/TT-BGDDT, the duties and rights of the School Parent-Teacher Committe are as follows:
* Duties of the School Parent-Teacher Committe:
- Coordinate with the Principal to implement the academic year’s tasks and educational activities as agreed upon in the initial meeting of the School Parent-Teacher Committe for each academic year;
- Coordinate with the Principal to instruct, propagate, and disseminate laws, policies on education to parents to raise responsibilities in caring for, protecting, and educating students;
- Coordinate with the Principal to educate students with poor conduct during summer breaks at localities;
- Coordinate with the Principal to educate students in ethics; nurture and encourage excellent students, assist weak students; help poor students, disabled students, and students in other difficult circumstances; mobilize dropouts to return to school;
- Provide guidance on organization and activities for Class Parent-Teacher Committes.
* Rights of the School Parent-Teacher Committe:
- Decide to convene meetings as stipulated in Article 9 of this Charter (except for the initial meeting to elect the School Parent-Teacher Committe) after agreement with the Principal;
- Based on the opinions of the Class Parent-Teacher Committes, propose necessary measures to the Principal to implement the school’s academic year tasks and student management and education;
- Decide on expenditures serving the activities of the Parent-Teacher Committe from voluntary contributions and sponsorships as stipulated.
