Under Article 71 of the Education Law 2019 regulating visiting teaching:
- Visiting teaching is the act where educational institutions invite persons meeting criteria stipulated in Article 67 of Education Law 2019 to conduct teaching. Persons invited to conduct teaching by educational institutions are called visiting teachers or visiting lecturers.
- Visiting teachers and lecturers must perform duties as defined in Article 69 of Education Law 2019. If being officials or public employees, visiting teachers and lecturers must first assure the fulfilment of tasks at their organisations.
- Encourage inviting domestic teachers and scientists, scientists who are overseas Vietnamese and foreigners to teach at educational institutions as visiting teachers or lecturers.
Therefore, it is not permissible to conclude a visiting teaching contract with a tenured lecturer in Vietnam.

What are the standards for a visiting teacher in Vietnam stipulated in Circular 44?
Under the regulations at Article 5 of the Regulations on visiting teaching policies in educational institutions issued with Circular 44/2011/TT-BGDDT, the standards for a visiting teacher are as follows:
- For teaching subjects or topics included in the national education system's preschool education, general education, vocational secondary education, higher education, or continuing education programs for a degree, guest educators must meet the standards specified in the Education Law 2019; visiting teachers who are staff, full-time educators at preschool or general education institutions must fulfill the professional standards for educators of the respective level at which they guest lecture.
- For teaching topics not included in the preschool education, general education, vocational secondary education, higher education, or continuing education programs for a degree in the national education system, guest educators must have appropriate academic qualifications and professional experience.
- For teaching foreign language and computer science training programs at continuing education centers, visiting teachers must have a degree of college or higher.
- For the activities mentioned at point c, clause 1, Article 2 of this Regulation, guest educators must meet the standards specified in the Education Law 2019 and the master's, doctoral-level training regulations.
- For the activities mentioned at point d, clause 1, Article 2 of this Regulation, guest educators must meet the laboratory, practice, internship requirements of the subject, topic, education program; meet the standards specified for laboratory work staff.
- For the activities mentioned at point đ, clause 1, Article 2 of this Regulation, according to the visiting teaching field, major, the guest educator must meet at least one of the following requirements:
+ Have scientific works published in scientific journals or in scientific conference proceedings domestically or internationally;
+ Have published monographs;
+ Have scientific research topics that have been accepted as meeting requirements from faculty level and above;
+ Have technology transfer contracts that have been accepted and liquidated.
What are the responsibilities of visiting teachers in Vietnam?
According to Article 69 of the Education Law 2019, visiting teachers have four responsibilities as follows:
1. Educate and teach according to educational objectives and principles, implementing educational programs with sufficiency and quality;
2. Be exemplary in the fulfillment of civic duties, school charters and code of conduct of teachers.
3. Maintain moral quality, prestige and honor of teachers; respecting learners' dignity, treating learners equally; and protecting legitimate rights and interests of learners.
4. Study and practice continuously to improve moral quality, political qualification, professional qualification and knowledge, reforming teaching methods, and being good examples for learners.
Additionally, visiting teachers also enjoy rights stipulated in Article 9 of Circular 44/2011/TT-BGDDT:
- Enjoy remuneration, salary, and benefits as agreed upon in the visiting teaching contract and according to the law.
- Participate in professional, professional skill activities, pedagogical training, provided opportunities for scientific research at the visiting teaching institution, considered for titles and appointments to Professor, Associate Professor according to the law.
- Be provided by the visiting teaching institution with necessary documents, equipment, and working means support;
Be assessed, graded, and rewarded if achievements in education and training activities are attained as per the law.
