According to Clause 1, Article 3 of Circular 08/2016/TT-BGDDT:
Reduction in teaching hours/lessons
1. Preschool teachers
a) Teachers who concurrently act as chairpersons and vice chairpersons of internal trade unions are reduced by 06 teaching hours/week ( 210 teaching hours/school year);
b) Teachers being members of the executive boards of trade unions; Non-specialized leaders and deputies are reduced by 30 teaching hours/week (105 teaching hours/school year).
2. Teachers of primary schools, lower secondary schools, upper secondary schools, multi-level schools, specialized schools, vocational-continuing education centers, provincial continuing education centers
a) Teachers who concurrently act as chairpersons and vice chairpersons of internal trade unions of primary schools and specialized primary schools are reduced 04 teaching hours/week (140 teaching hours/school year); lower secondary schools, specialized lower secondary schools, upper secondary schools, specialized upper secondary schools, vocational-continuing education centers, provincial continuing education centers are reduced 03 teaching hours/week (105 teaching hours/school year);
b) Teachers who concurrently act as members of the executive boards of trade unions, heads and deputy of trade union of primary schools and specialized primary schools are reduced by 02 teaching hours/week (70 hours of teaching/school year); lower secondary schools, specialized lower secondary schools, upper secondary schools, specialized upper secondary schools, vocational-continuing education centers, provincial continuing education centers be reduced by 01 teaching hour/week (35 teaching hours/school year);
c/ For multi-level schools of education, the reduction of teaching hours for teachers who concurrently act as trade union officials shall be calculated according to the highest reduction of teaching hours prescribed for each level of education.

Thus, according to the above regulation, preschool teachers who concurrently act as vice chairpersons of the internal trade unions in Vietnam are reduced by 06 teaching hours/week ( 210 teaching hours/school year).
What are the regulations on programmes of preschool education in Vietnam?
According to Article 25 of the Education Law 2019, the regulations on programmes of preschool education in Vietnam are as follows:
- Reflect the objectives of preschool education;
- Concretize the outcome requirements of different age groups, educational activities, methods and modes of organizing educational activities, educational environment and evaluation of the development of children;
- Be consistent throughout the country and implemented flexibly, suitable with specific conditions of localities and institutions of preschool education.
- The Minister of Education and Training shall establish the National review council for appraising curricula for preschool education to appraise programmes of preschool education. The council shall be composed of teachers, education managers, experienced and prestigious scientists in the field of education and representatives of relevant agencies and organisations. At least one-third of the council members must be teachers who are working in institutions of preschool education. The council and the council members shall be responsible for the appraisal contents and quality.
- The Minister of Education and Training shall promulgate programmes of preschool education after receiving the appraisals of the National review council for appraising curricula for preschool education; stipulate standards, compiling and editing processes of programmes of preschool education; stipulate standards and selection of toys and learning materials used in institutions of preschool education; stipulate the duties, powers, operating methods, standards, number and structure of members of the National review council for appraising curricula for preschool education.

According to Article 24 of the Education Law 2019, the requirements on contents and methods of preschool education in Vietnam are as follows:
- The contents of preschool education must be suited to the psycho-physiological development of children; balanced between nurturing, caring and educating, with a view to helping children to develop physically, emotionally, intellectually and aesthetically and to know how to respect differences; suitable with different age groups and transferable to primary education.
