Based on Article 19 of the Regulations on the Excellent Teacher Competition for preschool education institutions; excellent teachers, excellent homeroom teachers for general education institutions issued together with Circular 22/2019/TT-BGDDT:
Application Clause
Continuing education centers, vocational training - continuing education centers can apply this Regulation to organize the Excellent Teacher Competition and Excellent Homeroom Teacher Competition appropriate to the actual conditions at the education institution and local area.
Thus, the Center for Continuing Education is allowed to organize the Excellent Teacher Competition.
What is the purpose of the Excellent Teacher Competition in Vietnam?
Based on Article 2 of the Regulations on the Excellent Teacher Competition for preschool education institutions; excellent teachers, excellent homeroom teachers for general education institutions issued together with Circular 22/2019/TT-BGDDT regulating the purpose and principles of the Excellent Teacher Competition, Excellent Homeroom Teacher Competition:

1. Purpose of the Competition:
a) To discover, recognize, and honor teachers who achieve the title of Excellent Teacher, Excellent Homeroom Teacher and to propagate exemplary models, contributing to attracting the attention of social forces participating in educating children and students, creating motivation for the development of educational career in each locality and the entire sector;
b) To motivate teachers to strive and improve themselves to meet the requirements of innovation, enhance education quality, and develop their profession;
c) To contribute to improving the effectiveness of professional activities and boosting the emulation movements of teaching and learning in schools; to encourage, motivate and create opportunities for teachers to practice, self-study, innovate, learn, exchange, convey, and disseminate experiences in caring for, nurturing, and educating children (for preschool teachers); in teaching and homeroom activities (for general education teachers).
- Principles of the Competition:
a) Based on the volunteerism of teachers; no coercion, no pressure on teachers to participate in the Competition;
b) Ensure honesty, democracy, publicity, transparency, fairness, objectivity, and substance;
c) Ensure conformity with state policies and laws, and the regulations of the sector.
Thus, the purpose of the Excellent Teacher Competition is:
- To discover, recognize, and honor teachers who achieve the title of Excellent Teacher, Excellent Homeroom Teacher and to propagate exemplary models, contributing to attracting the attention of social forces participating in educating children and students, creating motivation for the development of educational career in each locality and the entire sector;

What are for teachers participating in the provincial-level Excellent Teacher Competition of preschool education institutions in Vietnam?
Based on Article 6 of the Regulations on the Excellent Teacher Competition for preschool education institutions; excellent teachers, excellent homeroom teachers for general education institutions issued together with Circular 22/2019/TT-BGDDT regulating the content and standards for participating in the Excellent Teacher Competition for preschool education institutions:

- Standards for participating in the Competition:
a) Teachers participating in the school-level Competition must meet the following standards: Teachers participating in the school-level Competition must meet professional standards at a rather good level or higher for the year immediately preceding the Competition, in which criteria 1, 3, 4, 5, 6, 8, and 9 prescribed in Circular No. 26/2018/TT-BGDĐT dated October 8, 2018, of the Minister of Education and Training promulgating professional standards for preschool teachers must reach a good level;
b) Teachers participating in the district-level Competition must meet the following standards:
- Meet the standards of teachers participating in the school-level Competition;
- Have one year recognized as an excellent teacher at the school level or higher within the 2 immediately preceding years or recognized as an excellent teacher at the school level in the year of the Competition.
c) Teachers participating in the provincial-level Competition must meet the following standards:
- Meet the standards of teachers participating in the school-level Competition;
- Have one year recognized as an excellent teacher at the district level within the 2 immediately preceding years or recognized as an excellent teacher at the district level in the year of the Competition.
Thus, teachers participating in the provincial-level Excellent Teacher Competition of preschool education institutions must meet the following standards:
- Meet the standards of teachers participating in the school-level Competition;
- Have one year recognized as an excellent teacher at the district level within the 2 immediately preceding years or recognized as an excellent teacher at the district level in the year of the Competition.
