"Lower Secondary Diploma" is an abbreviation for Lower Secondary School Graduation Diploma.
Based on Article 2 of the Regulations on managing lower secondary school graduation diplomas, upper secondary school graduation diplomas, higher education degrees, and certificates of the national education system, issued together with Circular 21/2019/TT-BGDDT as follows:
Principles of managing, issuing diplomas, and certificates
1. Diplomas and certificates are uniformly managed, the management is decentralized to departments of education and training, granting autonomy and self-responsibility to teacher training institutions and higher education institutions according to the regulations in Article 3 of these Regulations.
2. Diplomas, certificates are issued once, except in the cases specified in Article 18 of these Regulations.
3. Any fraudulent activities in issuing and using diplomas and certificates are strictly prohibited.
4. Ensure transparency and openness in issuing diplomas and certificates.
According to Article 18 of the Regulations on managing lower secondary school graduation diplomas, upper secondary school graduation diplomas, higher education degrees, and certificates of the national education system, issued together with Circular 21/2019/TT-BGDDT as follows:
Re-issuance of diplomas and certificates
1. If a diploma or certificate that has been issued is found to have been written incorrectly due to the fault of the authoritative issuing body, the issuing body is responsible for re-issuing the original diploma or certificate.
2. The head of the authoritative body specified in Article 15 of these Regulations has the authority to re-issue diplomas and certificates.
3. The re-issuance procedures are as follows:
a) The individual requesting the re-issuance of a diploma or certificate submits directly or by postal mail to the authoritative body a dossier including: the reissuance request form; the original diploma or certificate to be reissued; documents proving the mistake by the authoritative body;
b) Within 05 working days from the date of receiving the valid dossier, the authoritative body considers and decides on the re-issuance of the diploma or certificate; if not re-issued, a written response specifying the reasons must be provided;
c) If the diploma or certificate template has changed since the time of issuance, the authoritative body will use the current template to reissue the diploma or certificate.
Thus, according to the above regulations, in cases where a diploma (or abbreviated as lower secondary diploma) or certificate has been issued but found to have been written incorrectly due to the fault of the issuing body, the issuing body is responsible for re-issuing the original diploma, certificate.
Otherwise, each "lower secondary diploma" is issued only once.

According to Article 4 of the Regulations on managing lower secondary school graduation diplomas, upper secondary school graduation diplomas, higher education degrees, and certificates of the national education system, issued together with Circular 21/2019/TT-BGDDT, the rights and obligations of the person issued a diploma, certificate are specified as follows:
- The person issued a diploma or certificate has the following rights:
+ Request the authoritative body to issue the diploma or certificate within the stipulated time; accurately and fully record the information on the diploma or certificate; reissue the diploma or certificate or amend information on the diploma or certificate as specified in these Regulations;
+ Request the authoritative body to issue copies of the diploma or certificate from the original registry when needed.
Thus, according to the regulations, the person issued a "lower secondary diploma" has the right to request the competent body to issue copies of the diploma or certificate from the original registry when needed.
Does the copy of the lower secondary diploma in Vietnam have the same legal value as the original?
Clause 1, Article 27 of the Regulations on managing lower secondary school graduation diplomas, upper secondary school graduation diplomas, higher education degrees, and certificates of the national education system, issued together with Circular 21/2019/TT-BGDDT, stipulates following contents:

1. Issuance of copies of diplomas, certificates from the original registry is done by the body managing the original registry based on the original registry to issue the copy.

Based on Article 28 of the Regulations on managing lower secondary school graduation diplomas, upper secondary school graduation diplomas, higher education degrees, and certificates of the national education system, issued together with Circular 21/2019/TT-BGDDT, the legal value of copies of diplomas and certificates from the original registry is as follows:
The legal value of copies of diplomas, certificates from the original registry
- Copies of diplomas, certificates from the original registry have the same value as the original in transactions, except where otherwise provided by law.
- In cases where there is evidence of forged copies or non-compliant copies, the receiving agency may request the individual to present the original diploma or certificate for comparison or conduct verification.
Copies of diplomas, certificates from the original registry have equal value as originals in transactions.
Thus, according to the regulations, copies of the lower secondary diploma issued based on the original will have the same legal value as the original.
