2. Regarding the teaching staff
a) There must be a sufficient number of lecturers, ensuring quality to organize and implement the training program (including both full-time and visiting lecturers), meeting the lecturer requirements as prescribed in the training program standards for the respective training level, field, major group, and training major. visiting lecturers (calculated for each academic year) should only take on a maximum of 30% of the teaching load in each component of the training program. For the training major within the Arts (as prescribed in Appendix 1 of this Circular), visiting lecturers can undertake up to 40% of the teaching load in each component of the training program;
b) For training programs in Vietnamese minority language teaching, Vietnamese language, literature and culture, foreign languages, literature and culture, physical education, sports (as per the statistical list of training fields), and arts, implementation is as per point a of this clause and the following provisions:
- Lecturers holding titles such as People's Artist, People's Artisan or People's Teacher awarded by the State and holding a Master's degree in a relevant major for the anticipated training program can replace lecturers with a doctoral degree and need not be the principal lecturer in charge of designing and delivering the training program (for offering undergraduate-level programs); or holding a doctoral degree in a relevant major for the anticipated training program that can replace lecturers with associate professor titles, who do not have to be principal lecturers in charge of designing and delivering the training program;

Thus, to offer doctoral programs in Vietnam, there must be a sufficient number of lecturers of adequate quality to organize and implement the training program (including both full-time and visiting lecturers), meeting the staffing requirements as prescribed in the training program standards for the respective training level.
Thus, doctoral programs are permitted to use visiting lecturers.

Under clause 1, Article 6 of Circular 02/2022/TT-BGDDT:
Conditions for offering a doctoral program
Institutions offering a doctoral program must meet the general conditions for offering a program as stipulated in Article 3 of this Circular and the following conditions for the entire course at the time of submitting the application to offer the program:
1. There must be at least 01 professor or 02 associate professors and 03 doctorates in a relevant major as tenured lecturers (for programs in Vietnamese minority language teaching, Vietnamese language, literature and culture, foreign languages, literature and culture, physical education, sports, and arts, there must be at least 01 professor or 01 associate professor and 02 doctorates in a relevant major as tenured lecturers), of which one professor or associate professor must have at least 03 years of experience in training management or university teaching, who is responsible for the principal organization in designing and implementing the training program.
2. Ensure the quantity and quality of the teaching staff to implement the training program, with lecturers participating in teaching meeting the required standards for teaching staff for doctoral level according to the current regulations of the Ministry of Education and Training to teach the content in the training program, including having tenured lecturers with appropriate expertise leading teaching for each subject, module in the training program.
3. Ensure the quantity and standards of research supervisors according to the current doctoral level training regulations of the Ministry of Education and Training.

Under the above regulations, institutions offering a doctoral program must have at least 01 professor or 02 associate professors and 03 doctorates in a relevant major as tenured lecturers for each case mentioned above.
Thus, or stated differently, institutions offering a doctoral program are not required to have professors, they may have associate professors to meet this requirement.
What are the general regulations on the appraisal of schemes on offering a doctoral program in Vietnam?
According to Article 9 of Circular 02/2022/TT-BGDDT, the appraisal of schemes on offering a training program is regulated as follows:
- The Scientific and Training Council conducts appraisals of the schemes to offer training programs, where the appraisal council must review and assess the actual conditions of the training institution based on the regulations in Circular 02/2022/TT-BGDDT, the regulations of the training institution, and current legal provisions; evaluates the compliance level with the requirements to offer a program for each specific content of the scheme, including appraising the conditions of the training program name, training program, teaching staff, material facilities, readiness to transition to online teaching and learning, and the organizational and management capabilities regarding the proposed program.
- The appraisal results of the offering schemes by the Scientific and Training Council must be documented in an appraisal report with concrete conclusions about whether the training institution has met the necessary conditions to offer the program or has not met the conditions as specified in Circular 02/2022/TT-BGDĐT.
- Training institutions specify the working principles of the Scientific and Training Council when organizing the appraisal of schemes to offer a training program, delineating clearly the responsibilities and authorities of the council and its members.
