e) Practice school or practice facilities (if any);

g) Branches, research and development organizations; public service providers, business and service facilities (if any).

Therefore, the regulation does not specify the establishment of pedagogical colleges in disadvantaged areas or other areas, but the organizational structure of a pedagogical college includes functional rooms. If not, professional units are required.

2. The number and structure of school council members of a pedagogical college are regulated as follows:

a) The number of council members must be odd, with a minimum of 15 people, including internal and external members;

b) Internal members include ex-officio members and members elected through the college's representative conference.

- Ex-officio members include: the CPV secretary of the college, the principal, the vice-principals, the trade union president, and the secretary of the Ho Chi Minh Communist Youth Union of the college;

- Members elected through the college's representative conference include representatives of lecturers (accounting for at least 25% of the total members of the school council of a college) and representatives of public employees and workers of the college.

c) External members account for at least 20% of the total members of the school council of a college, including:

- Representatives of the direct management agency of the college;

- Some other external members (not tenured lecturers or management staff of the college) who must be individuals working in areas of education, science, technology, production, and business related to the college's functions and tasks and not immediate family relations with other members of the school council of a college. These include representatives from the local Department of Education and Training where the college is located, leaders, managers, educators, cultural figures, scientists, business people, alumni, representatives of employing units introduced by the college's equivalent departments or faculties and elected through the college's representative conference.

Therefore, regarding external members, they must account for at least 20% of the total members of the school council of a college, including some other external members (not tenured lecturers or management staff of the college) who must be individuals working in areas of education, science, technology, production, and business related to the college's functions and tasks as per the regulations above.

Who establishes the scientific and training council of a pedagogical college in Vietnam?

Under Clause 1, Article 12 of the Charter issued with Circular 23/2022/TT-BGDDT, the regulations are as follows:

Scientific and Training Council

1. The scientific and training council is established by the decision of the principal of the pedagogical college and has the duty to advise the principal on constructing:

a) Regulations on training, scientific, and technological operation, standards for recruiting lecturers, librarians, laboratory staff, practice rooms, functional rooms, research and development organizations, public service providers, and business and service facilities of the college;

b) A plan for the development of the college's lecturer team;

c) A scheme for registering training operation according to regulations, implementation, and cancellation of training programs; orientation and plans for science and technology operation, assignment of training tasks, science, and technology.

2. The scientific and training council includes: the principal; vice-principals in charge of training, research, science; representatives of leaders of training and scientific research units; reputable scientists representing various fields and disciplines.

3. The organizational and operational regulations of the pedagogical college specifically provide for the organization, operation, working principles, tasks, powers, and responsibilities of the scientific and training council and each member of the scientific and training council of the college.

Thus, the scientific and training council is established by the decision of the principal of the pedagogical college and has the responsibility to advise the principal on constructing the specific contents mentioned above.
