7.1. Collectives and individuals must complete self-review before they can be assessed and classified for quality. Individuals who are absent or have not been assessed and classified for quality must organize self-review, assessment, and classification as soon as possible.

7.2. A newly established, split, or merged CPV committee, or newly appointed management officials with less than 6 months in their positions at the assessment and classification time, still undergoes self-review according to regulations but is not assessed or classified. New CPV organizations transferred or received within the year should obtain assessments and comments from the direct superior CPV committee (at the transfer location) as a basis for assessment and classification at the new acceptance location.

7.3. A CPV organization with only a secretary or both a secretary and deputy secretary; a collective leadership or management with fewer than 03 members shall conduct self-review within the CPV organization and the collective agency or unit.

7.4. Communist Party members who take sick leave totaling 03 months or more in a year, or members on maternity leave, shall have their annual quality classification based on their actual work results for that year.

7.5. Communist Party members temporarily participating in a CPV organization must self-criticize, assess, and classify at their official CPV organization. Before assessment and classification, they must obtain comments from the temporary CPV cell to be sent to the official CPV cell as a basis for member evaluation and classification.

7.6. Communist Party members transferring work who have been active in their previous CPV organization for 6 months or more must obtain assessments from the former CPV organization to be sent to the current CPV organization for evaluation and classification purposes.

- To contribute to enhancing the leadership capacity and combat strength of the CPV organization, officials, and Communist Party members, building a clean and strong Communist Party of Vietnam.
