What are the requirements regarding question papers for the high school graduation exam 2025 in Vietnam?
Under Article 5 of the high school graduation exam regulations issued with Circular 24/2024/TT-BGDDT, the requirements regarding the question paper and its confidentiality and declassification are as follows:

1. In one exam session, there is an official question paper and a backup question paper for each subject. The question paper must meet the following requirements:
a) The content of the question paper must comply with Clause 2, Article 4 of these Regulations;
b) Ensure accuracy, scientific, and pedagogical nature; wording and phrasing must be clear;
c) Closely follow the required standards in the General Education Program; ensure the classification of candidates;
d) Written question papers must specify the score for each question; the scores for exam subjects are calculated on a 10-point scale;
dd) Each question paper must include an answer key, and for essay exams, there must be additional grading guidelines;
e) The question paper must indicate the number of pages (for question papers with more than two pages); mark the word "END" at the end of the question paper.
2. Question papers and answer keys not yet disclosed are classified as "Secret" under state confidentiality. The time allotted for papers of protection for "Secret" classified question papers:
a) For written question papers, end when two-thirds of the exam time is over; for multiple-choice question papers, end at the end of the exam session;
b) Unused backup question papers are declassified immediately after the last exam session ends.

What is the composition of the Question Paper Setting Council of the High School Graduation Exam in Vietnam?
Under Clause 2, Article 9 of the High School Graduation Exam Regulations issued with Circular 24/2024/TT-BGDĐT (effective from February 8, 2025), the composition of the Question Paper Setting Council is stipulated as follows:
- The President of the Council is the leader of the Management Quality Control Department;
- Vice Presidents of the Council are Deputy Heads of the Management Quality Control Department, leaders of some related units under the Ministry of Education and Training, leaders of higher education institutions/Department of Education and Training;
- Members, secretaries, and personnel responsible for information technology - technical tasks are officials and public employees from units under the Ministry of Education and Training; among which, the standing member is an official from the Management Quality Control Department;
- Question paper setters and moderators are officials and public employees from the Education sector or research institutes; regular lecturers, and teachers currently working at educational institutions. Each exam paper/subject has a Question Paper Setting Team composed of a leader, paper setters and paper moderators;
- Police forces will be assigned by the Ministry of Public Security, cryptographic forces will be assigned by the Government Cipher Committee;
- Security guards, health workers, and service staff will be assigned by the Ministry of Education and Training;
- Special cases will be decided by the Minister of Education and Training.
