Pursuant to Article 44 of the Education Law 2019, the regulations on continuing education institutions are as follows:

Continuing Education Institution

  1. Continuing education is conducted at continuing education institutions, general education institutions, vocational education institutions, higher education institutions, cultural centers, workplaces, residential communities, through mass media, and other means.
  1. Continuing education institutions include:

a) Continuing education centers;

b) Vocational and continuing education centers;

c) Community learning centers;

d) Other centers performing continuing education missions.

  1. The implementation of the continuing education programs by continuing education institutions is regulated as follows:

a) Continuing education centers, vocational and continuing education centers implement the programs specified in Clause 1, Article 43 of this Law, except for programs conferring intermediate diplomas, college diplomas, or bachelor's degrees;

b) Community learning centers implement the programs specified in Points a and b, Clause 1, Article 43 of this Law;

c) Other centers performing continuing education missions implement the programs specified in Points b and c, Clause 1, Article 43 of this Law.

  1. General education institutions, vocational education institutions, higher education institutions implementing continuing education programs must ensure their educational and training missions, and may only implement programs specified in Point d, Clause 1, Article 43 of this Law with approval from the competent state education management authority.
  1. Training cooperation at the university level in a "work and study at the same time" format is conducted according to the provisions of the Higher Education Law.

Thus, community learning centers are one of the types of continuing education institutions.

What programs are included in continuing education in Vietnam?

Based on Article 43 of the Education Law 2019, the regulations on programs, forms, content, and methods of continuing education are as follows:

Programs, Forms, Content, and Methods of Continuing Education

  1. Continuing education programs include:

a) Literacy programs;

b) Education programs addressing learners' needs; updating knowledge, skills, and transferring technology;

c) Training and professional capacity enhancement programs;

d) Education programs within the framework for awarding degrees of the national education system.

  1. Forms of implementing continuing education programs include:

a) Work and study simultaneously;

b) Distance learning;

c) Self-study, guided self-study;

d) Other forms of learning as per learners' needs.

  1. The content of continuing education programs specified in Points a, b, and c of Clause 1 must ensure practical applicability to help learners improve their capabilities in labor, production, work, and quality of life.

Therefore, continuing education programs specifically include four programs as follows:

- Literacy programs;

- Education programs addressing learners' needs; updating knowledge, skills, and transferring technology;

- Training and professional capacity enhancement programs;

- Education programs within the framework for awarding degrees of the national education system.

What are regulations on policies for developing continuing education in Vietnam?

Pursuant to Article 46 of the Education Law 2019, the state policies for developing continuing education are regulated as follows:

- The state has policies to invest in the development of continuing education, implements education for everyone, promotes adult learning, and builds a learning society; encourages organizations and individuals to participate in, and provide quality continuing education services to meet the lifelong learning needs of learners.

- Agencies and organizations are responsible for facilitating officials and public employees, as well as workers, in continuously learning and engaging in lifelong learning to improve personal development and enhance quality of life.

- Vocational education institutions, higher education institutions are responsible for cooperating with continuing education institutions to provide learning resources to meet learners' needs; educational institutions training teachers are responsible for researching educational science, training, and developing teaching staff for continuing education institutions.
