Criteria for admission by the form of nomination policies
1. General criteria
a) Reside continuously for at least 5 years up to the year of recruitment in particularly disadvantaged areas; have biological or adoptive parents (or one of them being biological father or mother, adoptive father or mother), or guardian living in this area;
b) Meet the preliminary selection criteria for majors requiring preliminary selection;
c) Do not exceed 22 years old by the year of recruitment, and have adequate health according to current regulations.
2. In addition to the general criteria stipulated in clause 1 of this Article, students nominated for undergraduate programs must meet the following specific criteria:
a) Graduate from upper secondary education;
b) Have the Good training results in all school years of upper secondary level;
c) Have academic results assessed at the rather good or higher in the final school year of the upper secondary level;
d) Complete 3 years of schooling and graduate from upper secondary education at a school in the prescribed recruiting area or at a boarding ethnic secondary school.
3. In addition to the general criteria stipulated in clause 1 of this Article, students nominated for college programs must meet the following specific criteria:
a) Graduate from upper secondary education;
b) Have the Good training results in all school years of upper secondary level;
c) Have academic results assessed at average or higher in the final school year of the upper secondary level;

What are the principles of admission by the form of nomination policies for ethnic minority students in Vietnam?
Under Article 4 of Decree 141/2020/ND-CP which stipulates the principles of admission by the form of nomination policies for ethnic minority students in Vietnam are as follows:
- Correct target group and standards according to regulations.
- Be objective, fair, public, and transparent.
- Ensure that students recruited under policies are prioritized for employment placement after graduation.
What is the process for admission by the form of nomination policies for ethnic minority students in Vietnam?
Under Article 8 of Decree 141/2020/ND-CP which stipulates the process for admission by the form of nomination policies for ethnic minority students in Vietnam as follows:
(1) Announcing the plan for admission by the form of nomination policies
Based on the assigned recruitment target, the provincial People's Committee shall develop a plan for admission by the form of nomination policies and must announce it publicly at least twice on the mass media of the province, district, and commune including print or electronic newspapers, or radio or television;
Simultaneously post it on electronic information portals or websites and publicize it at the headquarters of the Department of Education and Training.
(2) The plan for admission by the form of nomination policies announcement includes:
- Target group, standards, and recruitment targets;
- Job position for each target;
- Deadline, location, method of receiving registration documents for studying under nomination policies, contact phone number of the department assigned to directly receive documents.
(3) Individuals registering for study under nomination policies may submit directly or by post to the Public Administrative Service Center of the province or the Department of Education and Training or via the provincial public service portal or the provincial electronic one-stop information system.
(4) Registration documents for study under nomination policies include:
- Application for study under nomination policies (Form No. 02 specified in the Appendix attached to Decree 141/2020/ND-CP);
- A copy with the original for comparison or a certified copy from the original birth certificate;
- Curriculum vitae (Form No. 03 specified in the Appendix attached to Decree 141/2020/ND-CP);
- Certificate of being a child of a martyr, a child of a wounded soldier, sick soldier; or a person entitled to policies as wounded soldiers (if any);
- Two portrait photos (size 4x6 cm) taken within 6 months from the date of submitting the application;
- One envelope with a stamp indicating the applicant's contact address for study under nomination policies.
(5) The deadline for receiving registration documents for study under nomination policies is 30 days from the date of public announcement of the plan for admission by the form of nomination policies on mass media, on the electronic information portals or websites and publicly posted at the headquarters of the Department of Education and Training.
(6) No later than 5 working days before the date of selection, the council for admission by the form of nomination policies must compile a list of eligible candidates under the nomination policies and publicly post it at the headquarters of the Department of Education and Training.
(7) Establishing a council for admission by the form of nomination policies
- The council for admission by the form of nomination policies (hereafter referred to as the council) is established by the Chairman of the provincial People's Committee, assisting the Chairman of the provincial People's Committee in recruiting;
- The council consists of: The council's Chairman is the Chairman or Vice-Chairman of the provincial People's Committee; The Standing Vice-Chairman of the council is the Director of the Department of Education and Training; The Vice-Chairman of the council is the Director of the Department of Home Affairs and the Head of the Provincial Ethnic Committee; other members include: Representatives from the Department of Labor, Invalids and Social Affairs, Department of Planning and Investment, Department of Finance, other relevant departments, and central authorities, and the Provincial Fatherland Front;
- The council's tasks: Evaluate documents, select and propose a list of eligible candidates to study under nomination policies based on the assigned targets. The council's Chairman is responsible for submitting to the Chairman of the provincial People's Committee for approval of the list of selected candidates under the nomination policies;
- The council's working principle: The council works on a collective basis and makes decisions by majority. In case of an equal number of opinions, the decision follows the opinion of the council's Chairman;
- Announcing the approval results: No later than 5 working days after admission, the council for admission by the form of nomination policies must submit to the Chairman of the provincial People's Committee for approval of the list of successful candidates under the nomination policies. The council publicly announces the recruitment approval results right after approval on mass media, electronic information portals or websites and publicly posts it at the headquarters of the Department of Education and Training.
