Under Clause 2, Article 3 of Circular 08/2024/TT-BGDDT, the integration of national defense and security education content for primary school students in Vietnam is stipulated as follows:

Primary Level

- The integration is executed within subjects and educational activities for each grade, according to textbooks selected by the school, in alignment with the cognitive capabilities of students in each locality, focusing on the subjects: Vietnamese Language; Natural and Social Sciences; Ethics; History and Geography; Arts (Music, Fine Arts); and Experiential Activities.

- General integration topics from grades 1 to 5 include: education on love for homeland, peace, and socialist Vietnam; pride and patriotism, gratitude towards heroes and martyrs who contributed to the nation’s construction and protection; safeguarding national security, maintaining social order and safety; presenting the sovereignty of Vietnam's seas and islands; fostering a spirit of solidarity, mutual assistance, self-discipline, and order in learning.

- Topic-specific integration by grade

+ Grade 1: Educating students on love for homeland, peace, and socialist Vietnam; introducing some images of the Vietnam People's Army and the Vietnam People's Public Security; several local historical sites.

+ Grade 2: Educating students on the spirit of national unity, the sacrifice of revolutionary soldiers in resistance wars against the French colonists and American imperialists; introducing some images of officers and soldiers of the Vietnam People's Army and the Vietnam People's Public Security on national defense and social safety duties; teaching students love, sharing, helping, and protecting each other in learning.

+ Grade 3: Educating the nation’s tradition of resisting foreign invaders; presenting the valiant examples of youth and Heroic Vietnamese Mothers in the national liberation cause; activities and images of students participating in environmental protection in localities and schools.

+ Grade 4: Introducing the administrative map of Vietnam, affirming Vietnam's sovereignty over the Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagos; some songs about Vietnam’s seas and islands; educating awareness of adhering to the law on traffic order and safety.

+ Grade 5: Introducing sovereignty, sovereign rights over Vietnam’s seas and islands; some images of fisheries exploitation and resource usage for economic development, ensuring national defense and security; courageous examples of officers and soldiers of the Vietnam People's Army and the Vietnam People's Public Security in rescue missions.

Thus, the integration of national defense and security education into the primary education program is executed within subjects and educational activities for each grade, according to textbooks selected by the school, in alignment with the cognitive capabilities of students in each locality.

Under Article 4 of Circular 08/2024/TT-BGDDT, the methods of integrating national defense and security education content into the primary education program in Vietnam are as follows:

- Based on lesson objectives, content, experience, and practical conditions, teachers integrate national defense and security education content that is engaging, concise, memorable, and easy to understand; promoting creativity, suitable to the psychological, and physiological characteristics and cognition of students; using illustrative images and artifacts that align with lesson objectives and content; enhancing the use of information technology in integrated teaching and practice.

- The integration is executed through teaching lessons, thematic teaching, experiential learning, and career orientation inside and outside the classroom; visiting historical sites, museums, traditional houses, and armed forces units; organizing camping events, reading books, listening sessions, storytelling competitions on traditions, and security and defense quizzes.

What are the principles of integrating national defense and security education content into the primary education program in Vietnam?

Under Article 2 of Circular 08/2024/TT-BGDDT, the principles of integrating national defense and security education content into the primary education program in Vietnam are as follows:

- The Communist Party of Vietnam's guidelines, policies, and laws of the State must be complied with.

The objective is to build and develop the thinking, life skills, and personality of Vietnamese people, love for the nation, love for fellow citizens, love for socialism, pride, and national pride concerning the tradition of fighting against invaders and protecting the nation, with a spirit of discipline, solidarity; the integrated content is focused and highlighted through appropriate methods and forms must be complied with.

- The integration of national defense and security education content in the primary and lower secondary schools must align with the psychological and physiological characteristics of the age group; carried out through subject content, and educational activities; ensuring uniformity across educational levels without altering the prescribed structure of the general education curriculum for each level.
