Information on scholarship admissions for young leaders in Vietnam from the Japanese Government in 2025
Recently, the Embassy of Japan in Vietnam announced the recruitment of scholarships for young leaders by the Government of Japan 2025 (YLP Scholarships).
The target candidates for the Young Leaders Program (YLP) Scholarships by the Government of Japan 2025 are those working in agencies of the Government of Vietnam.
Note: Applicants cannot submit their applications directly to the Embassy of Japan. The Embassy of Japan only accepts applications from designated recommending agencies. For specific information related to the application submission methods, please contact the recommending agencies.

- Scholarship: 242,000 Yen/month

What are the standards for Vietnamese citizens sent to study abroad?
Article 5 of Decree 86/2021/ND-CP stipulates that Vietnamese citizens sent to study abroad must meet the following standards:
- Possess good political and ethical qualities;
- Not under disciplinary action or criminal investigation;
- Have academic degrees, language certificates meeting the scholarship program requirements, and fulfill other conditions as required by the scholarship program;
- Have the approval of the direct management agency to study (for those who have a workplace);
- Comply with current regulations on training, fostering officials and public employees, and the regulations of the Communist Party (for officials, public employees, and party members).
What are the responsibilities of Vietnamese citizens sent to study abroad?
According to Clause 2, Article 6 of Decree 86/2021/ND-CP, the responsibilities of Vietnamese citizens sent to study abroad include:
- Strictly comply with Vietnamese law, the laws, and customs of the host country; in case of violation, depending on the nature and extent, they will be handled according to the relevant laws;
- Strictly comply with the regulations of foreign educational institutions and commitments, regulations of the direct management agency (for those with a workplace), and the sending agency; maintain and develop friendly relations with organizations, individuals, and the local community of the host country;
- Register as Vietnamese citizens abroad according to current regulations and update information into the database system;
- Not leave their studies arbitrarily; comply with the study time, education level, field of study, and education institution according to the study abroad decision of the competent agency;
- Notify the sending agency at least 10 working days before returning to the country for internships, material collection, or during school holidays as regulated by the foreign educational institution for students studying abroad;
- Submit progress reports (Form No. 01 Appendix issued with this Decree) and copies of academic results certified by the foreign training institution via post, directly, or online to the sending agency after each term or academic year;
- Reimburse training costs according to regulations if they do not complete their study obligations or do not comply with the work assignment by the competent state agency after graduation;
- Adhere to current regulations on officials and public employees and the regulations of the Communist Party (for officials, public employees, and party members);
- Protect state secret documents and information as prescribed, ensuring internal political security information;
- Not misuse their study or any other form to conduct activities that undermine the Vietnamese state, affecting diplomatic relations between Vietnam and the partner country.
