In which cases shall the bachelor's degree in Vietnam be revoked?
According to Clause 1, Article 25 of the Regulation on management of lower secondary diplomas, upper secondary diplomas, Level 4 of VQF diplomas in teacher training, Level 5 of VQF advanced diplomas in teacher training, higher education degrees and certificates of the national educational system (hereinafter referred to as the Regulations) issued together with Circular 21/2019/TT-BGDDT, bachelor's degree in Vietnam may be revoked in the following cases:
- Engaging in fraudulent activities in admission, studying, examinations, defending projects, graduation theses, dissertations, or thesis or falsifying documents to receive diplomas, certificates;
- Issued to individuals who are not eligible;
- Issued by unauthorized personnel;
- Tampered with or altered;
- Allowing others to use;
- Due to the error of the authority responsible for issuing diplomas and certificates.

What are the rights and responsibilities of a person awarded a bachelor's degree in Vietnam?
According to Article 4 of the Regulations issued together with Circular 21/2019/TT-BGDDT, the rights and responsibilities of a person awarded a bachelor's degree in Vietnam are as follows:
* Rights:
- Request the competent authority to issue diplomas, certificates on time; accurately and fully record all information on the diplomas, certificates; reissue diplomas, certificates, or amend information recorded on diplomas, certificates according to these Regulations;
- Request the competent authority to provide certified copies of diplomas, certificates from the original records when needed.
* Responsibilities:
- Provide accurate and complete information necessary for the competent authority to record on diplomas, certificates;
- Verify the accuracy of information recorded on the diplomas, certificates before signing and receiving them;
- Must have a valid proxy document as per the law if not directly receiving the diplomas, certificates;
- Preserve and maintain diplomas, certificates; not tamper or alter information recorded on the diplomas, certificates; not allow others to use diplomas, certificates;
- Use the decision for correction of diplomas, certificates along with the diplomas, certificates after correction;
- Report to the competent authority issuing the diplomas, certificates and the nearest police office when lost;
- Return the diplomas, certificates to the competent authority for revocation within 30 days from the date of the revocation decision. In the case of a lost diploma, certificate, a written commitment about the loss must be made and the individual is responsible before the law for the content of the commitment.
What is the deadline for issuance of a bachelor's degree in Vietnam?
Based on Point c, Clause 1, Article 17 of the Regulations issued together with Circular 21/2019/TT-BGDDT:
Time Frame for Issuing Diplomas, Certificates
- The competent authority specified in Clause 1, Article 15 of these Regulations is responsible for issuing diplomas to students within the following time frames:
a) 75 days from the date of the graduation recognition decision for lower secondary and upper secondary levels;
b) 30 days from the date of graduation recognition decision for intermediate teacher training, teacher training colleges, universities;
c) 30 days from the graduation recognition and master's degree issuance decision date;
d) 30 days from the decision of recognizing the doctoral degree and issuance of the doctoral certificate.
- The competent authority specified in Clause 2, Article 15 of these Regulations is responsible for issuing certificates to learners within 30 days from the completion of training, professional development courses, or certificate exams.
- While waiting for the issuance of diplomas, students eligible for graduation diplomas will receive a temporary graduation certificate from the educational institution where they studied.
Directors of education and training departments stipulate the sample of temporary graduation certificates for those eligible for lower and upper secondary graduation diplomas; heads of teacher training institutions or higher education institutions specify the sample of temporary graduation certificates for those eligible for teacher training intermediate diplomas, teacher training college diplomas, and university education diplomas.
As such, the time frame for issuing a bachelor's degree in Vietnam is 30 days from the date of the university graduation recognition decision.
Who shall issue the bachelor's degree in Vietnam?
Based on Point d, Clause 1, Article 15 of the Regulations issued together with Circular 21/2019/TT-BGDDT:
Authority to Issue Diplomas, Certificates
- The authority to issue diplomas is specified as follows:
a) Lower secondary diploma issued by the head of the education and training department;
b) Upper secondary diploma issued by the director of the department of education and training;
c) Teacher training intermediate diploma, teacher training college diploma issued by the head of the teacher training institution or the head of the higher education institution that has teacher training programs;
d) Bachelor's degree in Vietnam issued by the university president, college president, academy director, or the head of the scientific research institute authorized to train and grant diplomas at the corresponding level;
dd) The university president issues university education diplomas to students of affiliated training and research units (except for member universities).
- The director of the department of education and training or the head of the educational institution issues certificates to learners as stipulated.
Hence, bachelor's degrees in Vietnam are issued by the university president, college president, academy director, or head of the scientific research institute authorized to train and grant diplomas at the corresponding level.
