In what cases shall a university applicant in Vietnam who has been accepted but cannot confirm enrollment for the academic year 2024-2025 request to retain their admission results?
Based on Clause 3, Article 21 of the Admission Regulations issued with Circular 08/2022/TT-BGDDT:
Notification of results and admission confirmation
1. The educational institution sends an admission notification to the candidates who have been admitted, clearly indicating the necessary procedures for the candidates upon admission and the method of admission.
2. Candidates confirm their admission online on the system, before enrolling at the educational institution.
3. For candidates who do not confirm admission within the stipulated time:
a) If there is no legitimate reason, it will be considered that the candidate has declined admission, and the educational institution has the right not to accept them;
b) If due to illness, accident, with a confirmation from a district-level hospital or higher, or due to natural disasters with a confirmation from the People's Committee of the district or higher, the educational institution will consider whether to accept the candidate into the course or to retain the admission results for the candidate to enroll later;
c) If due to errors or mistakes made by the admission officers or the candidate themselves, the educational institution will actively cooperate with the relevant individuals and organizations to review the evidence and decide whether to accept the candidate into the course or to retain the admission results for the candidate to enroll later.
4. A candidate who has confirmed admission at one educational institution is not allowed to participate in the admission process at other institutions or in supplementary admission rounds, unless permitted by the educational institution.
Thus, according to the above regulations, two cases allow a university-admitted candidate to retain their results for the following academic year:
[1] If due to illness, accident, with a confirmation from a district-level hospital or higher, or due to natural disasters with a confirmation from the People's Committee of the district or higher, the educational institution will consider whether to accept the candidate into the course or retain the admission results for the candidate to enroll later;
[2] If due to errors or mistakes made by the admission officers or the candidate themselves, the educational institution will actively cooperate with the relevant individuals and organizations to review the evidence and decide whether to accept the candidate into the course or retain the admission results for the candidate to enroll later.

What is the form for requesting to retain university admission results for the 2024-2025 academic year in Vietnam?
Currently, there is no specific guidance document regarding the request form for retaining university admission confirmation results.
However, Clause 1, Article 10 of the University Admissions Regulations, and College Admissions for Early Childhood Education issued with Circular 08/2022/TT-BGDDT provides provisions on cases that are eligible for retaining admission results.

Based on the provisions of Article 4 of the Regulations issued with Circular 10/2016/TT-BGDDT:
Duties of students
1. Comply with the policies and guidelines of the Communist Party, laws of the State, university charter, and the regulations and rules of the higher education institution.
2. Study, train according to the program and educational plan of the higher education institution; proactively and actively self-study, research, innovate, and train in ethics and lifestyle.
3. Respect teachers, management staff, public employees, and staff of the higher education institution; unite, help each other during the study and training process; properly follow the cultural lifestyle at the university.
4. Preserve and protect property; act to contribute to protecting, building, and promoting the traditions of the higher education institution.
5. Fully implement the regulations on health examinations at the beginning of the course and periodic health checks during the study period as stipulated by the higher education institution.
6. Pay tuition fees and health insurance fully and on time.
7. Participate in public service labor, volunteer activities, and community-oriented social activities appropriate to their capabilities and health as required by the higher education institution.
8. Comply with the obligation to work for a fixed period at the State's direction when receiving scholarships, training costs provided by the State or foreign aid under agreements signed with the State; if not complying, reimbursement of scholarships, and training costs as stipulated by the Government of Vietnam.
9. Participate in preventing and combating negativity and fraud in study, exams, and other student activities; promptly report to the faculty, functional departments, the Head of the higher education institution, or competent authorities when detecting negative acts, fraud in learning, exams, or violations of laws and other regulations by students, staff, teachers in the higher education institution.
10. Participate in ensuring security, order, traffic safety, crime prevention, and social evils in schools, families, and communities.
11. Perform other related duties as prescribed by law and the higher education institution.
Thus, according to the above regulations, students are required to fully implement the regulations on health examinations at the beginning of the course.
