- Direct educational institutions in provinces and cities to cooperate with the Parents' Representative Board to persuade parents and guardians to guide traffic participation skills, remind, and educate their children to voluntarily comply with traffic rules, take measures to manage and sign commitments to comply with traffic safety laws, and not hand over motorbikes to their children to operate when they are underage and do not have a suitable driving license;

- Coordinate with functional agencies and local governments to ensure traffic order and safety in school gate areas.

In addition, the People's Committees of provinces and centrally-run cities are directed to enhance propaganda and mobilize citizens and tourists to comply with legal regulations on traffic order and safety;

Organize propaganda and mobilize families to actively remind and persuade adolescents, especially students, not to operate motorbikes and motorcycles when they are underage, do not have a driving license, and do not have sufficient traffic participation skills;

Enhance coordination between functional forces - schools - families in managing and educating students on traffic order and safety, with a particularly focused effort on exchanging information about students' violations of traffic order and safety between functional forces and schools, and from schools to families to jointly manage and educate children on traffic safety;

Proactively organize safe and smooth traffic, especially on routes and areas with high accident and traffic congestion risks in the locality; review areas with high landslide risks and increase warnings if necessary on roads managed by localities;

Strictly control student transportation services, and strictly handle transportation businesses violating regulations on student transportation; enhance traffic organization in school areas; strictly manage transportation activities right from depots, stations, and airports;

Publish hotlines for ensuring traffic order and safety to promptly handle citizens' feedback on the traffic order and safety situation during the holiday.

In which:

Organize the school opening ceremony in a concise manner, suitable to the conditions and realities of localities and institutions, including two parts:

(1) The ceremonial part is organized shortly but ensures solemnity with the following rituals: flag-raising ceremony, singing the national anthem (without using pre-recorded songs with lyrics), reading the President's letter, etc.;

(2) The festival part organizes absolutely safe and healthy collective fun activities, creating a cheerful atmosphere on the opening day of the new school year.
