- Strengthen advisory and directive work to complete the network of continuing education institutions (CEI) and diversify educational programs within CEI.
- Intensify literacy eradication (LE) efforts, with a focus on areas with particularly difficult socio-economic conditions and high illiteracy rates.
- Mobilize resources to implement continuing education tasks in local areas. Organize training sessions to enhance the quality of management staff (MS), teachers (T), and collaborators in CEI.
- Promote the application of information technology and digital transformation in management, administration, and continuing education activities.
- Strengthen the inspection of the implementation of continuing education regulations.
- Enhance communications to raise awareness among citizens and the entire society about continuing education, lifelong learning (LL), and building a learning society.
- Boost competitions, commendations, and actively participate in policy development for continuing education.

What are regulations on promotion of the activities of building a learning society in continuing education in Vietnam?
Based on Subsection 1, Section II of Official Dispatch 3933/BGDDT-GDTX in 2024, the implementation of common tasks for the 2024-2025 school year concerning continuing education is as follows:
- Develop and implement the plan for the "Building a Learning Society Scheme for the 2021-2030 Period" (LS Building Scheme), enhancing regular and effective cooperation between the education sector and other departments, agencies, local government, socio-political organizations, and localities within the province. Implement the "The Whole Nation Competes in Building a Learning Society, Promoting LL for the 2023-2030 Period" movement flexibly and appropriately to the actual situation.
- Advise the provincial People's Committee (PPC) and the Provincial LS Building Steering Committee to instruct provincial departments, agencies, associations, and localities to effectively organize the 2024 LL Week; guide District Education and Training Divisions, general education schools, continuing education centers, vocational-education-continuing education centers (VECE) and educational institutions under their jurisdiction to organize Vietnam Book and Reading Culture Day in 2025 with practical and effective activities.- Advise the PPC on the following key contents:
+ Guide and allocate funds to ensure that provincial departments, agencies, associations, and localities implement the plan for the LS Building Scheme as directed in Circular 17/2022/TT-BTC. Implementation should integrate and combine with carrying out political, professional tasks concurrently with other socio-economic development programs to use resources efficiently; continue to encourage and mobilize social resources to achieve effectiveness.
+ Issue guidance documents to evaluate and recognize "Learning Units" at district and provincial levels; evaluate and recognize "Learning Communities" at commune, district, and provincial levels according to regulations in Circulars 24 and 25 of the Ministry of Education and Training (MOET); direct provincial departments, agencies, associations, and localities to develop plans and carry out evaluations and recognitions of "Learning Units" and "Learning Communities" effectively and substantively.
+ Direct and guide cities recognized as members of UNESCO's Global Learning Cities Network to develop realistic and effective learning city plans. Advise the PPC to study, select, and propose cities to participate in UNESCO's Global Learning Cities Network and develop implementation plans for registration.
+ Organize a five-year preliminary review of the implementation of the LS Building Scheme according to MOET's plan (MOET will issue specific guidance).
What are contents of the Inspection of Continuing Education in the 2024-2025 School Year in Vietnam?
Based on Subsection 6, Section II of Official Dispatch 3933/BGDDT-GDTX in 2024, the implementation of common tasks for the 2024-2025 school year concerning continuing education is as follows:
[1] Strengthen inspection, examination, and supervision of state management of continuing education and the administration of CEI;
Timely recommend localities and institutions ensure quality and increase social accountability of CEI linked with promoting management decentralization, increasing autonomy, and accountability of units with the responsibility of heads in CEI;
Strengthen inspection and review of the centers' regulations implementation; manage revenues and expenditures as per the regulations;
Ensure quality conditions of continuing education programs. Review and equip necessary infrastructure, minimum equipment for clear identification of the Community Learning Center (CLC) offices in communes (working rooms, center signage, equipment, working computers, etc.).
Pay attention to the quality of the teaching staff, including foreign teachers in these centers.
[2] Strengthen the inspection and evaluation of the implementation results of the LS Building Scheme in localities (thematic inspections or through professional inspections);
Inspect and evaluate the implementation of the LL Week, Vietnam Book, and Reading Culture Day linked with educational promotion, talent encouragement, and building a learning society in educational institutions.
Train methods and skills for implementing the LL Week, Vietnam Book, and Reading Culture Day, especially in difficult areas, integrated with the National Target Programs (NTP) to promote reading culture contributing to revitalizing the Vietnamese culture and sustainable economic, cultural, and social development.
