Based on Article 20 of the University Admission Regulations, College Admission Regulations for Early Childhood Education issued with Circular 08/2022/TT-BGDĐT regarding the evaluation and handling of aspirations according to the general plan as follows:
Evaluation and handling of aspirations according to the general plan
Training institutions autonomously organize evaluations according to their own methods and criteria for selection or voluntarily coordinate as a group to organize evaluations according to common methods and criteria for selection. The Ministry of Education and Training guides the evaluation schedule and supports the handling of aspirations on the system.
After the period for registering aspirations on the system ends, training institutions download information and data from the system to serve the evaluation, including data on registration aspirations and the results of the National High School Graduation Examination, and high school academic results of candidates applying to the training institution through various admission methods.
Evaluation principles:
a) Admission scores are determined to ensure the quantity of admissions in each field, training program consistent with the announced targets, but not lower than the input threshold;
b) For a training field (or training program) according to one method and subject combination, all candidates are equally considered based on their evaluation scores regardless of the priority order of registered aspirations, except as stipulated in point c of this clause;
c) In the case where multiple candidates have the same evaluation scores at the end of the list, the training institution can use a supplementary criterion, which is the order of aspirations (to select candidates with higher aspiration order);
d) The use of regional and subject priority points for evaluation ensures consistency and synchronization with the priority point regulations stipulated in Article 7 of these Regulations.
Thus, in the case where multiple candidates have the same evaluation scores at the end of the list, the training institution can use a supplementary criterion, which is the order of aspirations.

Based on Article 17 of the University Admission Regulations, College Admission Regulations for Early Childhood Education issued with Circular 08/2022/TT-BGDĐT stipulating the organization of registration and direct admission as follows:
Organization of registration and direct admission
1. Based on the announced admission project, training institutions organize for candidates who are eligible for direct admission according to the provisions of Article 8 of these Regulations to apply through online forms or directly at the training institution.
2. The training institution organizes direct admission evaluations for eligible candidates and announces the results according to the general plan.
3. Candidates who are directly admitted can confirm their enrollment early (when eligible), or according to the general plan like other candidates; the training institution cannot require candidates to confirm their enrollment earlier than the schedule according to the general plan.
4. Candidates who are directly admitted but have not yet confirmed their enrollment can still use the right to register for evaluation on the general system to have additional chances of admission like other candidates.
Thus, candidates who are directly admitted but have not yet confirmed their enrollment have the right to register for evaluation on the general system to have additional chances of admission.

Based on clause 1 of Article 23 of the University Admission Regulations, College Admission Regulations for Early Childhood Education issued with Circular 08/2022/TT-BGDĐT stipulating the responsibilities of relevant parties in the evaluation process as follows:

- Responsibility of candidates
a) Thoroughly research the admission information of training institutions, not register aspirations for fields, training programs, or methods of admission that are not eligible;
b) Provide complete and accurate information for the application, including personal information, regional and subject priority information (if any), registered aspirations; authenticity of supporting documents;
c) Agree to allow the training institution they are applying to use the necessary information and data for the evaluation process;
d) Complete the payment of the admission fee before the end of the application registration procedure.
Thus, providing complete and accurate information for the application is the responsibility of the candidate.
Additionally, candidates have the following responsibilities:
- Thoroughly research the admission information of training institutions, not register aspirations for fields, training programs, or methods of admission that are not eligible;
