What are the regulations on the organization of Exam Councils in the High School Graduation Exam 2025 in Vietnam?

According to the regulations in the Draft Circular on the Issuance of the Regulations on High School Graduation Exam download, the Exam Council is organized as follows:

- An Exam Council shall be established in a province, presided over by the Department of Education and Training (DET), to administer the exam to all candidates in that province. 

The School Department - Ministry of National Defense may organize for candidates to take the Exam at the Exam Council chaired by the Department of Education and Training or organize one Exam Council chaired by the School Department - Ministry of National Defense. The Director of the Department of Education and Training shall decide to establish the Exam Council for the High School Graduation Exam (abbreviated as Exam Council).

- Composition of the Exam Council:

+ Chairperson is the Deputy Head of the Provincial Examination Steering Committee;

+ Vice-Chairpersons are Leaders of the Department of Education and Training and/or leaders of a department under the Department of Education and Training;

+ Members include Leaders of some departments under the Department of Education and Training and/or leaders of general schools and/or leaders of secondary schools; among them, there is 01 standing member.

- Duties and powers of the Exam Council:

+ Direct, and handle issues arising in the Exam Council's Departments during the implementation process to ensure the examination is organized in line with the Exam Regulations; develop and implement plans for the transportation, preservation, ensuring the safety and confidentiality of the exam questions, exam papers, and related documents as per the Exam Regulations;

+ Organize the reception and handling of information and evidence regarding violations of the Exam Regulations according to the rules; address queries and resolve complaints and denunciations related to organizing the exam in the locality;

+ Implement reporting policies and transfer examination data to the Ministry of Education and Training on time; promptly report to the National Examination Steering Committee on the organization of the examination by the Exam Council;

+ Propose to the competent authorities to issue decisions on rewards, and discipline (if any) for members of the Exam Council.

+ The Exam Council uses the stamp of the Department of Education and Training;

- Chairperson of the Exam Council:

+ Establish Exam Council's Departments;

+ Operate the entire examination organization activities according to the duties and powers of the Exam Council;

+ Be responsible to the Head of the Provincial Examination Steering Committee for the results of the duties performed by the Exam Council as per the regulations.

- The Departments, Vice-Chairpersons, and members of the Exam Council are responsible for the results of their assigned duties and powers as delegated or authorized by the Chairperson of the Exam Council.

- Each Exam Council must print identification cards for all persons participating in organizing the Examination; the identification card must be stamped with the seal of the Department of Education and Training (or the exam place for those on duty at the exam place); the card should clearly state the name of the Exam Council, the name of the exam place (or the name of the Department), the name of the person on duty (different colors may be used for different task groups).

What are the duties of the secretariat during the High School Graduation Exam 2025 in Vietnam?

According to the regulations in the Draft Circular on the Issuance of the Regulations on High School Graduation Exam download, the duties of the secretariat during the High School Graduation Exam 2025 in Vietnam are defined as follows:

- Receive and manage the registration data under the Department of Education and Training; assign candidate numbers, arrange exam rooms; prepare documents, forms, and templates used at the exam places, and exam rooms;

- Receive and preserve essay exam papers of candidates packed in sealed envelopes/bags (hereinafter referred to as bags) from the exam places; transfer essay exam papers packed in sealed bags from the exam places to the Script Header Removal Board; receive, and preserve essay exam papers that have been marked and packed in sealed bags from the Script Header Removal Board; transfer the essay exam papers that have been marked packed in sealed bags from the Script Header Removal Board to the Marking Board; receive, preserve the marking codes packed in sealed bags from the Script Header Removal Board after the essay exam marking is completed; compile the results of essay exam marking daily; manage documents related to essay exams; make minutes of essay exam score processing (if any); organize the input of essay exam scores;

- Receive and preserve the Multiple-Choice Answer Sheets of candidates packed in sealed bags from the exam places; hand over the Multiple-Choice Answer Sheets packed in sealed bags from the exam places to the Marking Board and perform related professional tasks; manage documents related to the Multiple-Choice Answer Sheets;

- Enter the scores, verify, analyze examination results, score distribution by component exams, subjects as regulated; manage the exam result data and perform other tasks assigned by the Chairperson of the Exam Council;

- Perform other tasks as assigned by the Chairperson of the Exam Council.

What are the duties and obligations of the head of the secretariat in Vietnam?

According to the regulations in the Draft Circular on the Issuance of the Regulations on High School Graduation Exam download, the duties of the head of the secretariat during the High School Graduation Exam 2025 are defined as follows:

- Govern the entire examination organization activities according to the designated duties and powers;

- Be responsible to the Chairperson of the Exam Council for the results of the duties performed by the Secretariat under the regulations.

- Propose to the competent authorities to issue decisions on rewards, and discipline (if any) for the members of the Secretariat.
