1. Limitations on Political Ideology
Content of Limitations:
- Lack of thorough research on resolutions and directives of the Communist Party, leading to incomplete understanding or ineffective application.
- Participation in the study of resolutions is still formalistic, not truly investing time and thought to understand the content thoroughly.
- Lack of political sensitivity, not promptly detecting and fighting against false and hostile views.
- Negligence in mobilizing the masses to implement the Communist Party's policies, the law of the State.
Causes of Limitations:
- Subjective causes: Complacency, thinking that they have mastered the content and thus do not need further study; lack of a progressive spirit.
- Objective causes: Study sessions on resolutions are often lengthy and heavy on theory; guiding documents are sometimes unclear.

2.1. Communist Party members throughout the Communist Party (except for members exempted from work and Party activities; members whose Party activities have been suspended; newly admitted members of less than 6 months).
2.2. Leaders, managers at all levels.
If a teacher is a Communist Party member, they must complete the personal review report form 02A-HD KD.DG 2023 unless exempted from Party work and activities; suspended from Party activities; newly admitted members of less than 6 months.
When is a teacher in Vietnam assessed as not completing duties?
According to clause 4, Article 12 of Regulation 124-QD/TW of 2023, a teacher is assessed as not completing duties if they fall into one of the following cases:
- Determined by competent authority to show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; violates what Party members are not allowed to do; violates the responsibility to set examples, adversely affects the prestige of themselves and their agency, unit.
- More than 50% of the criteria on task performance results in the year are assessed as not completed.
- More than 50% low confidence votes at the confidence vote collection meeting as per the regulation in the assessment year.
- Being disciplined in the assessment year (except in cases of self-discovering and rectifying the consequences).
