+ On political qualities, ethics, lifestyle; spirit of solidarity and unity within the organization; sense of organizational discipline, responsibility to set an example, the implementation of things that party members should not do; demeanor and working style. Relate to manifestations of degradation, "self-evolution", "self-transformation".

+ The performance of tasks, powers, and results of achieving the assigned targets and duties for the year.

+ The implementation of commitments to self-improvement, training, and striving annually.

+ Issues suggested for review; overcoming limitations and shortcomings concluded by competent authorities and pointed out in the previous examination (if any).

- For Vietnam Communist Party members holding leadership or management positions, in addition to the contents mentioned for members without such positions, include:

+ Results of leadership, direction, management, administration; performance of duties and responsibilities; the level of task completion of organizations, agencies, and units under management; ability to gather and build internal solidarity.

+ Responsibility in work; dynamic spirit, innovation, creativity, daring to think, act, and bear responsibility; handling difficult, complex, sensitive issues in task performance.

+ Responsibility to set an example for oneself and one's family; fighting against corruption, waste, negativity; the trust of officials and party members.

In the sample self-assessment form for party members 02A HD KD.DG 2023 issued with Guideline 25-HD/BTCTW of 2023, there is content related to the results of overcoming limitations and shortcomings.

1. Limitations on political ideology

- Work pressure sometimes leads to impatience in communication.

- Limited time for collective activities due to major commitments to professional work.

Individual responsibility:

- Occasionally hasty in handling situations, not maintaining calm.

- Committed to adjusting oneself, prioritizing collective benefits.

3. Limitations on organizational and disciplinary awareness

Improvement results:

- Fully participated in party cell meetings, actively contributed constructive opinions.

- Completed all reports and tasks on time without delays.

- Proactively self-criticized and took responsibility in party cell meetings, overcoming avoidance of difficulties.

Level of recovery: Being addressed, showing clear progress.

Difficulties and obstacles:

- Party cell meeting schedules sometimes overlap with professional work, causing scheduling challenges.

Individual responsibility:

- Lacked time management skills, sometimes not prioritizing Vietnam Communist Party work adequately.

- Seriously adjusted work schedule to ensure full participation in party cell activities.

4. Limitations in professional work

Improvement results:

- Innovated teaching methods, applied information technology to lectures, helping students grasp content more easily.

- Strengthened cooperation with colleagues in the department to organize specialized activities and share experiences.

- Completed assigned tasks on time, ensuring work efficiency.

Level of recovery: Basically overcome, achieving positive results.

- Supplemented self-study plans at home to improve professional competence.

- Actively participated in competitive movements, achieving good results.

Level of recovery: Being addressed, showing progress but needs further improvement.

Difficulties and obstacles:

- High workload makes it difficult to balance time for self-study.

Individual responsibility:

- Did not seriously construct a detailed training plan at the beginning of the year.

- Committed to completing the entire self-improvement plan in the following year.

Clause 2 of Article 5 Regulation 124-QD/TW of 2023 stipulates as follows:

Subjects for assessment

  1. Individuals

2.1. Vietnam Communist Party members in the entire Vietnam Communist Party (except members exempted from work and party activities; members suspended from party activities; newly admitted members for less than 6 months).

2.2. Leaders and managers at all levels.

Thus, teachers who are party members on probation must still write a self-assessment report for Vietnam Communist Party members except for those newly admitted for less than 6 months or those suspended from party activities.

What are the principles for assessing Vietnam Communist Party members?

According to Article 3 Regulation 124-QD/TW of 2023, there are 3 principles for assessing Vietnam Communist Party members as follows:

- Ensure the leadership of the Vietnam Communist Party; strictly implement the principles of democratic centralism, self-criticism, and criticism; maintain unity, correctness in authority, and responsibility.

- Emphasize political qualities, ethics, lifestyle, responsibility, and methods in task performance, especially work efficiency.

Link individual responsibility with the collective; link the results of leaders and managers with the outcomes of localities, organizations, agencies, and units. Enhance inspection and supervision to ensure unified and synchronous implementation in the political system from the central to grassroots levels.

- Closely combine the results of evaluating and grading officials and public employees, workers with the evaluation and grading of party member quality.
