Based on Article 20 of the Organization and Operation Regulations of the Continuing Education Center issued together with Circular 10/2021/TT-BGDDT, the standards and training qualifications of continuing education teachers are specified as follows:

- Teachers teaching continuing education programs at junior high school and high school levels must meet the training level standards and professional title standards as stipulated for regular teachers corresponding to each level.

- Teachers participating in teaching programs to obtain certificates of the national education system must ensure the requirements of professional qualifications as prescribed.

- Teachers participating in other education programs of the Center must meet the professional qualifications as regulated by the Director of the Center.

The Emulation and Reward Council is established and chaired by the Director. Members of the Emulation and Reward Council include: Party Secretary, Deputy Director, some department heads, and class head teachers.

2. Disciplinary Council

a) The Student Disciplinary Council is established to consider or remove discipline for students on a case-by-case basis. The Student Disciplinary Council is established and chaired by the Director. Members of the Council include: Party Secretary, Deputy Director, some department heads, class head teachers with violating students, some experienced teachers, and the Head of the Parent Association of the Center (for students of school age).

b) The Staff, Teacher, and Employee Disciplinary Council is established to consider and propose disciplinary measures for staff, teachers, and employees on a case-by-case basis. The establishment, composition, and activities of the Staff, Teacher, and Employee Disciplinary Council are carried out following the law.

3. Advisory Council

The Advisory Council is established by the Director based on specific work requirements. Tasks, composition, and working duration of the Advisory Council are stipulated by the Director of the Center. Members of the Advisory Council work on a case-by-case basis and do not receive a salary.
