How to calculate bonus points for 2024 university admissions? Who are not eligible for bonus points in Vietnam?
According to Annex I issued together with Circular 08/2022/TT-BGDDT and Article 7 of the university and college admissions regulations for the Preschool Education sector issued together with Circular 08/2022/TT-BGDDT, the method for calculating bonus points for 2024 university admissions based on regional categories is as follows:
bonus points for candidates who achieve a total score of 22.5 or more (when converted to a scale of 10 and the total score of 3 subjects is a maximum of 30) are determined according to the formula:
bonus points = [(30 - Total Score Achieved) / 7.5] x bonus point Level
Where the bonus point levels correspond to the total score of 3 subjects (in the admission subject combination) on a scale of 10 for each exam/subject (without multiplying by a coefficient); if another grading scale is used in the admissions method, the bonus points are converted accordingly.
To be specific: the bonus point levels are as follows:

In addition, students in the inner-city districts of centrally controlled cities will not receive bonus points.
Vietnam currently has 5 centrally controlled cities including Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho.

Do universities in Vietnam need to upgrade their admissions software to meet bonus point regulations?
Based on subsection 4, Section 3 of Official Dispatch 1957/BGDDT-GDĐH 2024 as follows:
Admissions software
- For training institutions using their separate software for admissions, the institutions should particularly note: Upgrade the admissions software to ensure it complies with the data structure and current regulations (bonus points and bonus point levels...);
- If the institution uses multiple subject combinations, and multiple admissions methods, the software must process all admissions methods and combinations for candidates (if the candidates meet the regulations) in accordance with the announced admissions data structure;
- Check and verify carefully to ensure candidates get admitted with the highest probable success into the program.
The Ministry of Education and Training particularly highlights that universities need to upgrade their admissions software to ensure compatibility with the data structure and current regulations, including bonus points.
What are the procedures for universities in Vietnam to organize admissions and process candidate preferences according to the general plan?
Based on Article 20 of the university and college admissions regulations for the Preschool Education sector issued together with Circular 08/2022/TT-BGDDT, universities organize and process candidate preferences according to the general plan as follows:
- Universities autonomously organize admissions using their own methods and criteria, or voluntarily coordinate as a group to organize admissions using common methods and criteria.
The Ministry of Education and Training guides the admissions schedule and supports preference processing within the system.
- After the preference registration period on the system ends, universities download information and data from the system to serve admissions, including preference registration data, high school graduation exam results, and high school academic results of candidates.
- Admission principle:
+ Admission scores are determined to ensure the number of admitted candidates corresponds to the announced quota for each sector and training program, but not lower than the entry threshold;
+ For a training sector (or training program) using a method and subject combination, all candidates are considered equally based on their scores, regardless of preference order, except in cases specified in point c, section 3, Article 20 of the university and college admissions regulations for the Preschool Education sector issued together with Circular 08/2022/TT-BGDDT;
+ If many candidates have the same score at the end of the list, the university may use the preference order as a tiebreaker (to select candidates with higher preference orders);
+ The usage of regional and subject bonus points must be consistent and in accordance with the bonus point regulations stipulated in Article 7 of the university and college admissions regulations for the Preschool Education sector issued together with Circular 08/2022/TT-BGDDT.
- After each admissions cycle, universities upload to the system the list of candidates projected to meet the admission criteria for sectors and programs (using the admissions methods).
The preference processing system will automatically exclude lower preferences of candidates eligible for multiple admissions, returning the list of candidates projected to meet the highest preference.
- Based on the preference processing results, universities repeat the admissions process in the next cycle, adjusting the admission scores to fit the quota within the specified timeframe.
In the final cycle, universities finalize the admission scores for sectors and programs (using the admissions methods) and upload the (official) list of candidates meeting the criteria to the system.

- Universities announce the admission scores (and any additional conditions or criteria) for sectors and programs using the admissions methods; allow candidates to check their admission results on the university's website (or the website of the coordinating group of universities).
