Furthermore, Clause 1, Article 21 of Decree 100/2019/ND-CP (amended by Clause 11, Article 2 of Decree 123/2021/ND-CP) regulates the age of electric motorcycle drivers as follows:

Article 21. Penalties for offences against regulations on qualification for operating motor vehicles

1. A person from 14 to under 16 years of age that operates a motorcycle or moped (including electric motorcycle) and motorcycle-like vehicles or motor vehicle and the like and tractor shall receive a warning.

Therefore, electric motorcycles are road motor vehicles with maximum speed not exceeding 50 km/h. If individuals aged from 14 to under 16 operate electric motorcycles, they will receive a warning.

What are the regulations on road traffic law propagation, dissemination and education in Vietnam?

Under Article 7 of the Law on Road Traffic 2008, the road traffic law propagation, dissemination and education in Vietnam are stipulated as follows:

- Information and propaganda agencies shall regularly organize road traffic law propagation and dissemination among the entire population.

- People’s Committees at all levels shall, within the scope of their tasks and powers, organize road traffic law propaganda, dissemination and education in their localities and apply forms of propaganda and dissemination suitable to ethnic minority people.

- Education and training state management agencies shall include the road traffic law in the teaching programs at schools and other educational establishments as suitable to each branch and each level of education.

- Vietnam Fatherland Front and its member organizations shall coordinate with concerned agencies and local administrations in propagating and mobilizing the people to observe the road traffic law.

- Agencies and organizations shall organize road traffic law propagation and dissemination among officials, soldiers, civil servants, public employees and other laborers under their management.

- Skills for safely sitting on bicycles, electric bicycles, mopeds, motorcycles, cars, buses, and walking safely; the age of motorcycle and moped operators; mandatory helmet regulations; safe operation of motorcycles, mopeds, electric bicycles; and accident prevention when participating in traffic.

- Legal regulations on alcohol concentration for road motor vehicle operators; mandatory helmet regulations; warnings of commonly violated errors, risks of accidents, causes, and consequences of traffic accidents.

- Legal regulations on mandatory civil liability insurance of motor vehicle owners.
