According to the current regulations, if a student is in the 2nd grade, what is their age? What are the criteria for selecting textbooks for 2nd-grade students in Vietnam?

Based on Article 33 of the Charter of Primary Schools issued with Circular 28/2020/TT-BGDDT, the age of primary students is regulated as follows:

Age of primary students

  1. The age of students entering the first grade is 06 years old and is calculated by year. Disabled children, children with physical or intellectual disabilities, children from areas with exceptionally difficult socio-economic conditions, ethnic minority children, orphans without guardianship, children returning from abroad, and children of foreigners studying and working in Vietnam can enter first grade at an older age but not more than 03 years above the regulated age. In cases where a child enters the first grade more than 03 years above the regulated age, the decision will be made by the Head of the Department of Education and Training.

Primary school students can attend school at an age older than the regulated age in cases of repeated grades, students from areas with exceptionally difficult socio-economic conditions, ethnic minority students, disabled students, students with physical or intellectual disabilities, orphans without guardianship, children returning from abroad, and other cases as regulated by law.

Thus, typically the age of first-grade students is 06 years old, calculated by year. If they progress annually, the age of 2nd-grade students will be 7 years old.

However, first-grade students may enter at an age older than the regulated age by up to 03 years or more in some cases. In such cases, the age of 2nd-grade students will be calculated annually based on their initial age of entry into school.

Criteria for choosing textbooks for 2nd-grade students in Vietnam

According to Article 3 of Circular 27/2023/TT-BGDDT on the criteria for choosing textbooks:

1. Suitable for the socio-economic characteristics of the locality.

2. Suitable for the teaching and learning conditions at the educational institution.

The selection of textbooks for 2nd-grade students needs to pay attention to choosing books that are appropriate for the socio-economic characteristics of each locality and match the teaching and learning conditions at each school.

What is the process of choosing textbooks for 2nd-grade students in primary school in Vietnam?

Article 7 of Circular 27/2023/TT-BGDDT details the process of selecting textbooks in primary schools:

- The Council develops a plan to organize the selection of textbooks for primary schools; assigns tasks to members of the Council.

- Organization of textbook selection at professional groups

+ Based on the plan of the Council and the criteria for selecting textbooks, the head of the professional group develops a plan to organize the selection of textbooks for each subject structured within the professional group and reports to the head before implementation;

+ Organize the participation of all subject teachers at the primary school (including contracted, seconded, visiting lecturers, and co-teachers) in selecting textbooks for that subject;

+ At least 20 days before the first meeting of the professional group, the head of the professional group organizes for subject teachers to study the textbooks, write comments, and evaluate the textbooks based on the selection criteria;

+ The head of the professional group organizes a meeting with subject teachers to discuss and vote to select one (1) textbook for that subject.

In cases where a subject has only one textbook approved by the Minister of Education and Training, the professional group selects the textbook based on the decision without voting.

The selected textbook must have at least 1/2 of the subject teachers voting.

If no textbook receives at least 1/2 of the votes, the professional group must discuss and vote again; the selected textbook will be the one with the highest number of votes in the second round.

In both rounds of voting, if there are two textbooks with the highest equal votes, the head of the professional group decides on one of the textbooks with the highest votes.

The meetings of the professional group are documented, including all comments and evaluations of textbooks by participating teachers, and signed by the head of the professional group and the person assigned to document the meeting;

+ The head of the professional group compiles the results and lists the selected textbooks, signed by the head and the designated compiler.

- The Council meets, discusses, and evaluates the organization of textbook selection by professional groups; verifies the documentation of meetings of professional groups, comments, and evaluations of textbooks by teachers as stipulated in Clause 2, Article 7 of Circular 27/2023/TT-BGDDT; compiles the results of textbook selection by professional groups into minutes (including comments and evaluations on the organization of textbook selection by professional groups and the list of selected textbooks), signed by the Chairman and the Secretary of the Council.

- The Council proposes to the head the list of textbooks selected by the professional groups as per Circular 27/2023/TT-BGDDT.

- The primary school prepares and submits the textbook selection dossier to the Department of Education and Training (for primary and lower secondary levels), or the Department of Education and Training (for the upper secondary school level).
