Cycle, Evaluation Process
- Evaluation Cycle
a) The evaluation cycle for domestic education quality assurance organizations is 5 years, conducted before the expiration of the organization's educational quality assurance operation license;
b) The evaluation cycle for foreign education quality assurance organizations operating in Vietnam is according to the duration recorded in the decision recognizing the educational quality assurance activities in Vietnam.
- Evaluation Process
a) Self-assessment by the education quality assurance organization;
b) Evaluation of the education quality assurance organization by the Ministry of Education and Training.
Thus, the review cycle for higher education quality assurance organizations is 5 years and is conducted before the operation license expires.

What is the purpose of evaluating higher education quality assurance organizations in Vietnam?
Pursuant to Article 3 of Circular 13/2023/TT-BGDDT regarding the purpose of monitoring and evaluation:
Purpose of Monitoring and Evaluation
- Purpose of Monitoring
a) Early detection and prevention of violations;
b) Helping education quality assurance organizations promptly adjust activities to comply with legal regulations;
c) Serving as a basis for evaluating education quality assurance organizations and for recommendations to build and adjust policies on quality assurance and education quality assurance.
- Purpose of Evaluation
a) Ensuring compliance with legal regulations and accountability of the education quality assurance organization;
b) Serving as a basis for education quality assurance organizations to improve and enhance quality;
c) Serving as a basis for educational institutions to choose educational quality assurance organizations;
d) Serving as a basis for extending the operation license or recognizing educational quality assurance activities for the quality assurance organization.
Thus, the purpose of evaluating higher education quality assurance organizations is to:
- Ensure compliance with legal regulations and the accountability of the education quality assurance organization;
- Serve as a basis for the education quality assurance organization to improve and enhance quality;
- Serve as a basis for educational institutions to select an educational quality assurance organization;
- Serve as a basis for extending the operation license or recognizing educational quality assurance activities for the quality assurance organization.
What are the evaluation levels for higher education quality assurance organizations in Vietnam?
Pursuant to Article 12 of Circular 13/2023/TT-BGDDT:
Evaluation Levels for Criteria, Standards, and Quality Assurance Organizations
- Evaluation of Criteria
a) Criteria in each standard are evaluated as either met or not met;
b) A criterion is evaluated as met when the education quality assurance organization meets all the requirements of the criterion.
- Evaluation of Standards
a) Standards are evaluated as either met or not met;
b) Standard 1 is evaluated as met when criteria 1.1, 1.2, 1.3, 1.4, and 1.5 are evaluated as met; Standard 2 is evaluated as met when criteria 2.1, 2.2, 2.3, and 2.4 are evaluated as met; Standard 4 is evaluated as met when criteria 4.1, 4.2, 4.3, 4.4, and 4.5 are evaluated as met;
c) Standards 3 and 5 are evaluated as met when all criteria in the standard are evaluated as met.
- Evaluation of Education Quality Assurance Organization
a) Education quality assurance organizations are evaluated at one of the levels: not met, level 1 met, or level 2 met;
b) The organization is evaluated as not met if one or more standards are evaluated as not met;
c) The organization is evaluated as level 1 met if all standards are evaluated as met, with some criteria evaluated as not met;
d) The organization is evaluated as level 2 met if all criteria are evaluated as met.
Thus, the evaluation levels for higher education quality assurance organizations are one of the levels: not met, level 1 met, or level 2 met.
- An organization is evaluated as not met if one or more standards are evaluated as not met;
- An organization is evaluated as level 1 met if all standards are evaluated as met, with criteria evaluated as not met;
- An organization is evaluated as level 2 met if all criteria are evaluated as met.
