How much is the hazard and danger allowance for teachers in public vocational education institutions in Vietnam?

Pursuant to Article 10 of Decree 113/2015/ND-CP, it is stipulated as follows:

Conditions for entitlement

1. Teachers who teach practical courses or integrated courses (hereinafter collectively referred to as practical course teachers) in practice rooms, workshops of public vocational education institutions, or enterprises, production and business establishments, and service providers in heavy, hazardous, and dangerous fields with one of the following factors:

a) Direct contact with toxic substances, toxic gases, toxic dust; teaching practical courses in environments prone to infections or contagious diseases as stipulated;

b) Teaching practical courses in high-pressure or oxygen-deficient environments, excessively hot or cold environments beyond permissible standards;

c) Teaching practical courses in fields that generate loud noises or in places with continuous high-frequency vibrations exceeding labor safety and hygiene standards;

d) Teaching practical courses in environments with radiation, radiation beams, or electromagnetic fields exceeding permissible standards.

2. The list of heavy, hazardous, and dangerous fields is specified by the Ministry of Labor, War Invalids, and Social Affairs.

Thus, teachers in public vocational education institutions are entitled to hazard and danger allowance when teaching practical courses in practice rooms, workshops of public vocational education institutions, or enterprises, production, business, and service providers in heavy, hazardous, and dangerous fields with one of the stipulated factors and listed in the specified list of heavy, hazardous, and dangerous fields:

- Direct contact with toxic substances, toxic gases, toxic dust; teaching practical courses in environments prone to infections or contagious diseases as stipulated;

- Teaching practical courses in high-pressure or oxygen-deficient environments, excessively hot or cold environments beyond permissible standards;

- Teaching practical courses in fields that generate loud noises or in places with continuous high-frequency vibrations exceeding labor safety and hygiene standards;

- Teaching practical courses in environments with radiation, radiation beams, or electromagnetic fields exceeding permissible standards.

Pursuant to Article 11 of Decree 113/2015/ND-CP, it is stipulated as follows:

Allowance levels

hazard and danger allowance are calculated based on the statutory pay rate and include the following levels:

1. Level 0.1 applies to teachers teaching practical courses in fields with one of the heavy, hazardous, dangerous factors specified in Clause 1, Article 10 of this Decree.

2. Level 0.2 applies to teachers teaching practical courses in fields with two of the heavy, hazardous, dangerous factors specified in Clause 1, Article 10 of this Decree.

3. Level 0.3 applies to teachers teaching practical courses in fields with three of the heavy, hazardous, dangerous factors specified in Clause 1, Article 10 of this Decree.

4. Level 0.4 applies to teachers teaching practical courses in fields with four heavy, hazardous, dangerous factors specified in Clause 1, Article 10 of this Decree.

According to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate for teachers who are public employees in public service providers is 2,340,000 VND/month.

Therefore, the hazard and danger allowance for teachers in public vocational education institutions will be as follows:

- Level 0.1 (i.e., 234,000 VND) applies to teachers who teach practical courses in fields with one of the heavy, hazardous, dangerous factors.

- Level 0.2 (i.e., 468,000 VND) applies to teachers who teach practical courses in fields with two of the heavy, hazardous, dangerous factors.

- Level 0.3 (i.e., 702,000 VND) applies to teachers who teach practical courses in fields with three of the heavy, hazardous, dangerous factors.

- Level 0.4 (i.e., 936,000 VND) applies to teachers who teach practical courses in fields with four heavy, hazardous, dangerous factors.

How to calculate the monthly hazard and danger allowance for teachers in public vocational education institutions in Vietnam?

According to Article 12 of Decree 113/2015/ND-CP, the hazard and danger allowance for teachers in public vocational education institutions is calculated based on the actual teaching hours of practical courses in heavy, hazardous, and dangerous fields.

According to Clause 2, Article 6 of Circular 22/2017/TT-BLDTBXH, the formula for calculating the monthly hazard and danger allowance for teachers is as follows:

Hazard and danger allowance = (hazard and danger allowance level x Statutory pay rate) / (Standard teaching hours per year / 12 months) x Actual practical teaching hours in heavy, hazardous, dangerous fields in the month.

Note: The hazard and danger allowance for teachers is paid along with the monthly salary and is not used for calculating or benefiting from social insurance benefits.
